A fost adoptat primul program european privind politica în domeniul spectrului radio

During its plenary meeting of 15 February 2012, the European Parliament adopted the draft decision establishing the first European Radio Spectrum Policy Programme (RSPP). The Programme was adopted for a five-year period. The National Authority for Management and Regulation in Communications (ANCOM) has already initiated the main radio spectrum management activities which will enable Romania to observe the timelines set under the RSPP.
The programme sets out policy orientations and objectives for the strategic planning and harmonisation of the use of spectrum in accordance with the directives applicable to electronic communications networks and services. RSPP supports the goals and key actions outlined in the Commission Communication on the Europe 2020 Strategy and the Commission Communication on “A Digital Agenda for Europe”, and is included among the 50 priority actions of the Commission Communication “Towards a Single Market Act”.
According to the Programme, by 1 January 2013, Member States shall take all actions in order to allow the use of the 800 MHz band for wireless broadband services. The Commission shall grant specific derogations until 31 December 2015 for Member States in which exceptional circumstances or cross-border frequency coordination problems would prevent the availability of the band according to the RSPP, acting upon a duly substantiated application from the Member State concerned. If a Member State's substantiated cross-border frequency coordination problems with one or more countries, including candidate or acceding countries, persist after 2015 and prevent the availability of the 800 MHz band according to the RSPP, the Commission shall grant exceptional derogations on an annual basis until such problems are overcome.
By mid-2013, the Commission, in cooperation with Member States, shall define the details of an inventory of existing uses of radio spectrum in the EU together with an analysis of technology trends, future needs and demand for spectrum, in particular between 400 MHz and 6 GHz. As well, by end-2012, Member States shall authorise the harmonised use of the 2.5-2.69 GHz, 3.4-3.8 GHz and 900/1800 MHz frequency bands for wireless broadband communications. By 2015 at the latest, the Commission and the Member States shall seek to ensure that sufficient harmonised spectrum is made available for safety services and civil protection.
In 2012, ANCOM shall auction 365 MHz in the 800, 900, 1800 and 2600 MHz bands, namely in all the bands nominated by the RSPP as being extremely important for wireless broadband communications. Furthermore, the Authority is ready to start the auction for awarding the licences for digital television multiplexes, i.e. the first stage of the digital switchover process which is to begin however upon the adoption of the new strategy document by the Ministry of Communications and Information Society. As for the 3.4 – 3.8 GHz band, ANCOM has consulted and adopted the national strategy on the implementation and development of BWA (Broadband Wireless Access) systems for the 2011-2020 period.
The radio spectrum generates 3.5 million workplaces and more than 250 billion euros a year in Europe. The European Parliament Rapporteur, Mr. Gunnar Hökmark, believes that RSPP will open the way toward a development which will enable EU to assume the role of world leader as regards the speeds, mobility, coverage and capacity of the broadband connections.
The decision establishing the first European Radio Spectrum Policy Programmewill enter into forceon the twentieth day from its publication in the Official Journal of the European Union.
