Operators to Send Information to ANCOM Online

Today, the National Authority for Management and Regulation in Communications (ANCOM) has published for public consultation a draft decision proposing that certain documents, data or information that must be made available to ANCOM by the electronic communications providers be sent to the Authority exclusively by means of an information application, using a certified electronic signature.
By means of this application, the providers will transmit ANCOM various documents and information such as: statistical data on the electronic communications market, annual financial situations/statements, the annual report on the use of the numbering resources, the notification on the activation of the numbering resources, the list of localities where electronic communications networks and services at fixed locations are effectively provided, copies of the access and interconnection agreements, requests for ensuring connection and access to a fixed location, to the public telephone network, which could not be satisfied under commercial conditions. Furthermore, under specific conditions and circumstances, the providers will send electronically to ANCOM other documents and information requested by the Authority.
All these documents and information will be exclusively sent via an information application, using a certified electronic signature, starting 1 July 2013 for most of them, respectively 1 January 2014 for the remaining ones.
The commercial offers for the services of telephony at fixed locations, telephony at mobile locations and broadband Internet access, necessary to establish and permanently update the price calculator, will be sent electronically, by means of another information application, using also a certified electronic signature. 
The draft decision on the means and manner of transmission of certain documents, data or information to the National Authority for Management and Regulation in Communications and amending the Decision of the president of the National Authority for Communications no. 77/2009 on the obligations of informing the end-users, incumbent on the providers of publicly available electronic communications services is available for consultation here. The interested parties may submit their comments and suggestions until 06.04.2013, to the ANCOM headquarters in 2 Delea Noua Street, sector 3, Bucharest, directly to the ANCOM Registry office or to the ANCOM regional divisions.
