Licence Fees for Awarding the Digital Terrestrial Television Multiplexers under Public Consultation

The Romanian Authority for Management and Regulation in Communications (ANCOM) has launched for public consultation, today, the draft Government Decision on awarding the licences for the use of the radio spectrum for the digital terrestrial television system, according to which the minimum licence fee for each of the five multiplexes is of €300,000.
The minimum licence fee is the starting price for each multiplex in the competitive selection procedure to be conducted by ANCOM.
According to the strategy elaborated by the Ministry for Information Society, ANCOM will launch for auction five digital terrestrial television multiplexes, four in UHF and one in VHF, in the DVB-T2 standard. The winner of the first UHF multiplexer (MUX 1) will have the obligation to broadcast free to air, under transparent, competitive and non-discriminatory conditions, the programmes of the private and public television stations currently broadcasted in analogue terrestrial system, in accordance with the provisions of the Audiovisual Law. Moreover, this multiplex will have to ensure coverage, in fixed reception, of 90% of the population and 80% of the territory, by 31 December 2016, being the only one - of the 5 available - bearing such coverage obligations. For MUX 2, MUX 3, MUX 4 and MUX 5, the operators will have the obligation to put into operation, by 1 May 2017, at least 36 emitters for each of the networks corresponding to these multiplexes, one in each allotment area. All the multiplexes will be awarded for a 10-year period, the licences entering into force starting from 17 June 2015.
The public consultation launched by the authority on the selection procedure for awarding licences for the use of the radio frequency spectrum in digital terrestrial television system ended on 14 January 2014, the analysis of the comments and suggestions received being in process. 
The draft Government Decision on awarding the licences for the use of the radio spectrum for the digital terrestrial television system is available for consultation here. The interested persons are invited to send their comments and suggestions, by 12.02.2014, to the ANCOM headquarters in 2 Delea Noua Street, Bucharest 3, or directly to the ANCOM Registry Office.
