ANCOM to evaluate the quality of CNPR's priority domestic postal items

Considering the designation of the National Company Poșta Română S.A. (CNPR) as a universal service provider in the field of postal services for the period 1 January 2020 - 31 December 2024, ANCOM launches for public consultation the conditions and the procedure for evaluating the universal service provider’s level of compliance with the minimum quality requirements for the delivery of domestic items of correspondence of the fastest standard category.
Minimum quality requirements for postal services
According to ANCOM regulations, CNPR has several obligations as a universal service provider, among which the obligation to ensure the delivery to the addressee of priority domestic items of correspondence within the scope of universal service, weighing up to (including) 2 kg, in compliance with the following minimum quality requirements:
a) 85% of the total number of these items of correspondence will be delivered within two working days from the date of their submission to the access points;
b) 97% of the total number of these items of correspondence will be delivered within four working days from the date of their submission to the access points.
Evaluation of CNPR's compliance with the quality requirements
To assess the level of compliance with these minimum quality requirements, CNPR will have the obligation to perform annually the necessary measurements for the delivery of priority domestic items of correspondence, weighing up to (including) 2 kg. CNPR’s obligation will not be applicable for the localities in the list of excepted ones or situated in exceptional geographical conditions.
The annual evaluation of compliance with these minimum quality requirements will be performed by CNPR by concluding a contract with an independent monitoring body, regarding the performance of quality measurements. The measurements will be performed based on the results of the most recent real flow, determined in accordance with the provisions of Standard SR EN 13850:2013. Moreover, CNPR will have the obligation to conclude contracts with independent audit bodies, both for auditing the real flow measurements and for auditing the way in which the quality measurements were carried out.
Based on the results of the quality measurements, CNPR will prepare a detailed annual report to be sent to ANCOM for approval, no later than May 15 of the year following the measurements, and will publish the report on its own website within 10 days from the date of approval.

Access to universal postal service is a person’s right to benefit from the continuous provision of postal services within the scope of universal service, at a certain quality level, in any location on the national territory, at affordable tariffs.

The Draft Decision on setting the conditions and the procedure for evaluating the universal service provider’s level of compliance with the minimum quality requirements for the delivery of priority domestic items of correspondence imposed by Decision of the President of the National Authority for Management and Regulation in Communications no. 1363/2019 on the designation of the National Company Poșta Română S.A. (CNPR) as a universal service provider in the field of postal services is available, in Romanian, here.
