ANCOM supplements the decision on using licence-exempt frequencies

The National Authority for Management and Regulation in Communications of Romania (ANCOM) has launched for public consultation a draft decision supplementing the provisions of Decision no. 311/2016 on licence-exempt radio frequencies or frequency bands. The Authority proposes adding a new category of radio interfaces used by radio equipment that operates in frequency bands allocated to the Amateur Service, respectively to the Amateur-Satellite Service.

Proposed changes

The draft launched for public consultation aims to regulate new radio interfaces on radio equipment that operates in transmitting or transmitting/receiving mode, in bands allocated to the Amateur service, respectively to the Amateur-Satellite Service. The reference documents for the proposed interfaces are the ETSI standards EN 301 489-1, EN 301 489-15 and EN 301 783. Regulating radio interfaces will allow amateur radio operators to use radio equipment for the purpose of conducting experiments and communicating by wireless telegraphy, without producing harmful interference for other users of the radio spectrum.

Background

The growing and increasingly complex demands for access to the limited radio spectrum resource with a view to enabling the operation of more applications and systems using the modern radiocommunication technologies requires identifying new methods and scenarios for shared use of the radio spectrum. In the case of radio frequencies or of radio frequency bands used without the prior issuance of a license, it is necessary to define the conditions for the efficient use of the radio frequency spectrum, which involves studies regarding the shared use of radio spectrum and the radioelectric compatibility between various applications and systems, resulting in technical specifications, known as radio interfaces (abbreviation: RO-IR).

Interested entities are invited to send comments and suggestions no later than 21 February 2022, to the ANCOM Headquarters (2 Delea Noua Street, 3rd District, Bucharest), as well as using the Online Registry or by means of the Authority’s Regional Divisions.
