ANCOM Proposes to Review Certain Statistical Indicators in the Electronic Communications Sector

Today, the National Authority for Management and Regulation in Communications (ANCOM) has published for public consultation a draft decision proposing the amendment, completion or removal of certain statistical indicators corresponding to the electronic communications services, mainly for the purpose of facilitating the process of reporting of statistical data by the operators.

At present, the providers of public electronic communications networks or of publicly available electronic communications services report to ANCOM a series of statistical data on the basis of the framework set by the ANCOM President’s Decision no. 1167/2011. The ANCOM initiative of reviewing the statistical indicators from certain annexes of this decision comes as a result of the experience of statistical data gathering based on the current framework, on the one hand, and of the evolution of certain electronic communications services, on the other hand.

Therefore, given a series of ambiguities which appeared during the previous reports, as well as certain difficulties which ANCOM faced in the process of aggregated data processing, the Authority limits the level of detail of the information requested for certain statistical indicators or clarifies the means for their measurement, in order to simplify the reporting modality and ensure a greater level of accuracy and comparability of the data reported by the providers.

Furthermore, ANCOM introduces or revises certain indicators and explanatory notes from this decision, mainly for monitoring a series of electronic communications services that registered significant evolutions in the past years, as these are relevant at the European level, as well as for the market analyses which the Authority conducts periodically and for clarifying their reporting manner. Such completions and clarifications concern aspects such as broadband coverage through Docsis 3.x technology, the provision of unequipped fibre optic, certain categories of traffic and revenues, the structure of the categories of Internet access service/data transmission services at mobile locations, the definition of the bundles of electronic communications services and tied services.

The draft decision amending and completing the Decision of the president of the National Authority for Management and Regulation in Communications no. 1167/2011 on the reporting of certain statistical data by the providers of public electronic communications networks or of publicly available electronic communications services is available for consultation here. The interested parties may submit their comments and suggestions until 11.04.2013, to the ANCOM headquarters in 2 Delea Noua Street, sector 3, Bucharest, directly to the ANCOM Registry office or to the ANCOM regional divisions.
