ANCOM proposes new statistical indicators regarding postal services

ANCOM has launched for public consultation a draft decision amending and completing the statistical indicators the postal service providers have the obligation to report to the Authority, on an annual basis. The draft decision aims at transposing the latest amendments and completions of the primary legal framework, which brings new concepts to the national legislation in the postal field. The draft decision is to enter into force on 1 May 2017.
 
Amendments proposed by the draft decision
The primary legislation now defines new types of postal items, therefore postal service providers will have the obligation to report the traffic and revenues generated by their processing: bulk correspondence items, bulk postal parcels and bulk printed matter, as well as small parcels, respectively bulk small parcels.
Taking into account the technological advancements and the innovative solutions many service providers adopted for the clearance and delivery of postal items, a new statistical indicator has been proposed regarding automatic self-service systems, which is to be reported under the indicators regarding unmanned access/contact points, starting from 2018, for the reference period 1 January – 31 December 2017.
 
Deadlines for sending statistical data
By 15 March, the providers will have the obligation to send, for the previous year, the items processed exclusively on their own behalf, as well as the revenues resulted from such processing.
Moreover, by 15 July, the providers will have the obligation to report the cumulated amount of postal items processed on their own behalf and the postal items processed in the name and on behalf of other postal service providers, as well as the cumulated revenues resulted from processing such items. These data will refer to each service, within or outside the scope of universal service.
 
Statistical data will be sent exclusively in electronic format
All the statistical data will be sent exclusively by electronic means, using an online application available here, under a certified electronic signature. Failure to send the statistical data is a contravention and may be sanctioned by fines amounting from RON 100 to RON 15,000 for each day of delay.
 
The public consultation process
The draft decision on the postal service providers’ reporting statistical data is available for consultation, in Romanian, here. The interested persons are invited to send their comments and suggestions, by 13.03.2017, at the ANCOM headquarters in 2 Delea Noua Street, Bucharest 3, directly to the ANCOM Registry Office or by means of the Authority’s regional divisions.
