ANCOM Proposes New Measures on the Use of the Radio Spectrum in the 1880-1900 MHz Band

Today, the Romanian Authority for Management and Regulation in Communications (ANCOM) launched a public consultation on the future use of the 1880-1900 MHz band (DECT band) and the new tariffs to be paid for the use of this spectrum.
Given the operators’ low interest in this band and the expiry of the three licences held by Romtelecom S.A. for the provision of point-multipoint (PMP) fixed wireless digital enhanced cordless telecommunications (DECT) public radiocommunications networks in the counties of Galati, Tulcea, Ilfov and Bucharest, by the end of June, the Authority proposes this band should become nationally available and that new county licences should be issued for the interested providers of electronic communications networks and services. The specific objective envisaged for the 1880-1900 MHz band is encouraging the use of this frequency band, including in the geographical areas uncovered by electronic communications within the scope of universal service.
After the stage of national consultation of the position paper regarding the national use of the radio spectrum in the 1880-1900 MHz band, the interested operators will send ANCOM firm requests regarding the installation and operation of one/several DECT PMP electronic communications networks in localities situated in one or several counties.
ANCOM proposes to grant the DECT licence by direct awarding in the localities where demand has not exceeded supply. In case of localities opted for by two or several providers, a comparative selection procedure will be organised.
Considering that ANCOM intends to increase the interest for and the usage degree of this band, it also proposes reorganising and extending the current tariff grid for DECT, without amending the already included tariffs, using a per-county tariff classification similar to the tariff grids established for other types of point-multipoint wireless access radiocommunications (a general category including DECT networks) that operate in the 3400-3600 MHz and 24.5-26.5 GHz bands.
The applications concerned by this regulation, using the DECT band, are public systems for ensuring the wireless local loop (WLL).
