ANCOM Proposes Amendments to the Radio Spectrum Usage Tariffs

The Romanian National Authority for Management and Regulation in Communications (ANCOM) has launched for public consultation a draft decision on amending the annual spectrum usage tariff for certain radiocommunications networks and stations.
The most important amendment envisages the spectrum tariff for using the 3.4-3.8 GHz band, and is needed in the context of the coming auction to be organised by ANCOM this year with a view to allotting this band. The Authority proposes that the tariff for the 5 MHz paired blocks in the 3.4-3.6 GHz band should be the equivalent in LEI of EUR 72,000/block, while the tariff for the unpaired 5 MHz blocks in the 3.6-3.8 GHz band should be the equivalent in LEI of EUR 36,000/block. The tariff was calculated in proportion to the amount of the current tariff for 2x7 MHz blocks in the 3.4-3.6 GHz band, respectively for 2x28 MHz blocks in the 3.6-3.8 GHz band, and will enter into force from the 1st of January 2016, at the same time with the new licences.
This year, the Authority is organising an auction for allotting the 3.4-3.8 GHz band, within which 16 paired 2x5 MHz blocks will be available for awarding, on a national level, in the 3.4-3.6 GHz band while 36 unpaired 5 MHz blocks will be available for awarding, on a national level, in the 3.6-3.8 GHz band. The minimum licence fees, i.e. the reserve prices in the auction, are also under public consultation.
Another amendment proposed by ANCOM regards a tariff reduction for certain satellite communications stations situated on ground or on board of ships and aircrafts, as this is one of the Authority’s action lines with a view to stimulating the development of satellite radiocommunications applications.
The draft decision on amending and completing the Decision of the president of the National Authority for Management and Regulation in Communications no. 551/2012 on establishing the spectrum usage tariffis available for consultation, in Romanian, here. The interested persons are invited to send their opinions and suggestions, by 31.07.2015, to the ANCOM headquarters in 2, Delea Nouă Street, Bucharest 3, or directly to the ANCOM Registry Office or by means of the Authority’s regional offices.
