ANCOM launches for public consultation the conditions and the procedure for assessing the quality of postal services for domestic priority items of correspondence within the scope of the universal service

The National Authority for Management and Regulation in Communications has launched for public consultation the draft decision for establishing the conditions and the procedure for assessing the degree of compliance with the minimum quality requirements regarding the delivery of domestic items of correspondence within the scope of universal service, from the fastest standard category, as imposed on the National Company Romanian Post (CNPR) through its designation as the universal service provider for the period January 1, 2025 – December 31, 2029.
The assessment of compliance with the minimum quality requirements will be carried out by CNPR by applying the SR EN 13850:2020 – Postal Services. Quality of services. Measurement of the transit time and of end-to-end services for the single piece priority mail and first-class mail.
Assessment of compliance with the quality requirements by CNPR
For assessing the level of compliance with the minimum quality requirements, CNPR has the obligation to annually perform the necessary measurements for the delivery of domestic priority items by correspondence, weighing up to (including) 2kg. CNPR is not obliged to perform these measurements for those localities included in the list of those considered to be in exceptional cases or situated in exceptional geographical conditions.
The assessment of the level of compliance with the minimum quality requirements will be ensured by CNPR by concluding a contract with an independent monitoring body, entrusting it the task to carry out the necessary measurements to assess compliance with the minimum quality requirements, in accordance with Standard SR EN 13850: 2020, based on the latest audited results of physical flow measurements.
The provisions of this draft decision will take effect from the date of its communication to CNPR for the 2025 assessment.
Minimum quality requirements for postal services
According to ANCOM regulations, CNPR - in its capacity as universal service provider - has several obligations, including the obligation to ensure end-to-end delivery of domestic priority items of correspondence within the scope of universal service, weighing up to (including) 2 kg, in compliance with the following minimum quality requirements:
a) 85% of the total number of these items of correspondence will be delivered within two working days from the date of their submission to the access points;
b) 97% of the total number of these items of correspondence will be delivered within four working days from the date of their submission to the access points.
Universal postal service
Access to the universal postal service is the right of any person to benefit from the permanent provision of services within the scope of universal service, at a certain level of quality, at any point in Romania, at affordable rates.
The National Company Romanian Post (CNPR) has been designated as a universal service provider in the field of postal services for the period 1 January 2025 - 31 December 2029.

The draft decision for setting the conditions and the procedure for assessing the degree of compliance with the minimum quality requirements regarding the delivery of domestic items of correspondence, from the fastest standard category, imposed by ANCOM Decision no. 810/2024 regarding the designation of National Company Romanian Post S.A. as universal service provider in the field of postal services is available, in Romanian, here.
