ANCOM designates ex officio,as Universal Service providers who have the obligationto grant subsidies for fixed telephone services,as well as a series of facilities in case of failure to pay the telephone bill,all the providers of services of access to the public telephone network, at a fixed location, irrespective of the type of network or of the technology used.
