Steady total revenues from electronic communications in H1 2019

“The Romanian market remains steady at 8.1 billion lei revenues in the first half of 2019, with increases in the internet and television programme retransmission services as opposed to telephony, which continues however to hold the greatest share within the total revenues. For the first time ever, in mobile telephony, on the residential segment, the number of post-paid users exceeded the number of prepaid card users”, Mr. Sorin GRINDEANU, the president of ANCOM, said.
Revenues of the electronic communications market
The revenues generated by the provision of the electronic communications services amounted to 8.07 billion lei in the first semester of this year. The revenues from the provision of fixed and mobile internet services grew by more than 4% and hold 31% share within the total. Despite registering slight decreases, the revenues from the provision of mobile telephone services keep holding the greatest share within the revenues, i.e. 39%, while the revenues from fixed telephony hold a 9% share. The revenues from TV retransmission services went up by more than 5%, holding 14% share within the total market value.
Thus, the average monthly revenue obtained from the provision of electronic communications networks and services reached 69.3 lei per inhabitant.
By the revenues obtained from the provision of electronic communications networks and services in this year’s first half, the top looks as follows: Orange with 26%, Telekom Group with 24% and Vodafone with 21%, while the other providers hold cumulatively 29% of the market revenues.
Mobile telephony evolution
In the first half of this year, there were 22.3 million active users ofmobile telephony (-1.6%), of which 9.7 million were post-paid residential users, 3 million were post-paid business users and 9.5 million (-4.5%) were users of active prepaid cards.
In total, in the first semester of 2019, Romanians talked on their mobiles 33.6 billion minutes (+0.1%, from the previous semester), a user talking on average 4 hours and 9 minutes a month. The average length of a call was 2 minutes and 45 seconds. Mobile telephony traffic levels remain high, due to the national calls to other mobile networks.
By the number of active SIM cards at the end of June 2019, Orange had a 39% market share, Vodafone 30%, Telekom Group 18%, the other providers summing up 14%.
The users from Romania who are roaming abroad keep generating significant increases of the international roaming traffic: the telephony roaming grew by 6% to 2.6 billion minutes of incoming and outgoing calls, while the data roaming traffic grew by 71%, to 10.232 TB in the first half of 2019.
Fixed telephony evolution
The demand for fixed telephone services keeps dropping because of the cumulated effect of the reduction of the access lines by 4.1% (to 3.51 million) and of the telephony traffic (-7.5%, to 1 billion minutes), this traffic being 33 times below the mobile telephony traffic.In this context, the average monthly traffic of fixed telephony reached only 9 minutes per inhabitant, dropping by 7% compared to the first six months of the previous year.
TV retransmission services
The number of subscribers to paid TV retransmission services registered a slight decrease, by -0.1%, in the first half of this year, amounting to 7.63 million. By the support used, 5.36 million users were cable network subscribers, 2.13 million received TV retransmission services over the satellite and 0.13 million were IPTV subscribers.
The penetration rate per 100 households was 105.8% in the urban area and 96.9 in the rural area.
By the number of subscribers as of 30 June 2019, the largest market share was held by RCS&RDS (51%), followed by Telekom Group (18%) and UPC (12%), the other providers summing up 19%.

The statistical data report on the Romanian electronic communications market in the first half of 2019 is drawn up by ANCOM based on the statistical data reported half-yearly by the providers who have the obligation to submit ANCOM the values of the indicators corresponding to the service categories according to Decision no. 333/2013 and is available (in Romanian) here.
ANCOM survey
According to a survey commissioned by ANCOM in August this year on the attitudes of the electronic communications service users, 75% of them think they do not need a fixed telephone service and 85% of the questioned users use exclusively the mobile phone.
Concerning the mobile telephone services, 32% of the questioned users are very pleased with them, while 61% are pleased. The survey is available for consultation (in Romanian) here
