    • Catalin Marinescu

      Marius Catalin Marinescu was appointed President of ANCOM in April 2009, for a six-year term. A telecommunications engineer, Mr. Marinescu has worked in this sector ever since 1990, both for companies such as Romtelecom (15 years) and for public institutions such as the Inspectorate General for Communication and Information Technology, which he presided between 2005 and 2007, or the General Council of Bucharest. His professional interests cover mainly the areas of leadership skills, international relations, as well as human resources policies. At international level, Mr. Marinescu was Vice-Chairman of the Body of European Regulators for Electronic Communications (BEREC) in 2012. In 2013, he simultaneously held the positions of Chairman of the Council of the International Telecommunication Union (ITU), Chairman of the Network of the Telecommunications Regulators from the French Speaking Countries (FRATEL) and Vice-Chairman of the European Post Regulators Group (ERGP). In 2014, Mr. Marinescu took over the chairmanship of the ERGP, while continuing to concomitantly hold the chairmanship of FRATEL and vice-chairmanship of the ITU Council.

    • Razvan Cotovelea

      Alexandru Razvan Cotovelea was appointed Minister of Information Society in March 2014. Holding a Certificate in European Public Policies and European Integration - College of Bruges, Belgium, Mr. Cotovelea was actively involved in preparing Romania accession to the European Union by coordinating the Pre-accession Assistance Directorate in the Romanian Government, between 1997 – 2004. Mr. Cotovelea holds a PhD in Public policies and economic development and, since February 2013, he has been a Lecturer at the International Relations Department of the National School for Political and Administrative Sciences.

    Policy Analyst at European Commission, DG Health and Consumers, Unit B1 ‘Consumer Markets’ since September 2011. Main responsibilities are to develop the data and analysis to help the Commission better understand, monitor and take account of the consumer interest in the internal market, in particular through market studies and surveys of poorly functioning markets. Konstantinos carried out the 2012 SANCO study on the functioning of the market for internet access and provision from a consumer perspective in the EU. A series of presentations of the results and recommendations of the study were delivered to various Expert Groups (Consumer Market Expert Group, European Consumer Consultive Group, Consumer Policy Network, Bodies of National Regulators of Telecommunications etc.). Responsible for digital issues and e-commerce at DG SACNO B1. Currently in charge of an in-depth market study on the functioning of the market for second hand cars in the EU. From 2004-2011, he worked in the Ministry of Development, General Secretariat for Consumer Affairs, responsible for handling consumer complaints for products that could prove to be dangerous for public health-safety, products that circulate under misleading or unfair commercial practices and also for the overall market surveillance. He holds a Ph.D in statistics applied for the analysis of mixtures of drugs by coupled chromatography from the University of Bristol, UK. Before joining the Commission, he was a member of various Commission Working Groups and market surveillance projects of PROSAFE.

  • Bogdan Dospinescu

    Bogdan Dospinescu is an economist, a graduate of the Faculty of Economics and Business Administration at “Alexandru Ioan Cuza” University from Iasi. Furthermore, Bogdan Dospinescu holds a Master diploma in Communication and Public Relations, from the Faculty of Communication and Public Relations at the State University of Political and Administrative Studies from Bucharest. Bogdan Dospinescu joined the National Authority for Management and Regulation in Communications in 2003. Since 2007 he is head of the unit “Tariff Regulation and Universal Service”. Among its key duties are protecting the end users, developing the Universal Service implementation mechanisms at national level and implementing tariff transparency procedures. Bogdan Dospinescu was the first ANCOM representative to attend an ERG working group in 2004, namely the End User Expert Working Group (EU EWG). In 2007 he was elected co-chair of the EU EWG, the first main challenge being to draft a report on the transparency of retail tariffs for electronic communications, in acknowledgement of the fact that the end-users interest is the cornerstone of the regulatory framework. Another project of great interest was the Broadband Promotion Report delivered in 2012 while, in 2014, EU EWG will closely cooperate with the European Commission on the fourth review of the scope of the universal service.

    After Cambridge University, Robin worked as an IT instructor for the Royal National Institute for the Blind (RNIB) and became a founding member of AbilityNet in 1998. Now globally acclaimed as leading experts in the field, AbilityNet specialises in accessibility auditing and disabled user testing, as well as helping clients design attractive websites and apps that are both accessible and easy to use by all. Despite being blind, Robin uses technology very effectively using speech output to access computers, the internet, his iPhone and many other technologies to assist him in his work. Current projects include raising awareness through blogging and a busy public speaking schedule in the UK, Europe and the US.

  • Liviu Popescu

    Liviu Popescu is the executive director of the Association of Mobile Operators in Romania (gathering Orange, Vodafone, Cosmote and Telemobil) since 2008. Having graduated the Faculty of Journalism and Communication Sciences within the University of Bucharest in 1995, Mr. Popescu worked for various Romanian television stations between 1997 and 2008, as news editor for Prima TV and Realitatea TV, chief editor of the TVR news (TVR – the Romanian Public Television), and project manager within TVR, in charge of the first phase of the news production digitization in TVR.

     

  • Thomas Barmüller

    Thomas Barmüller is MMF’s Director for Europe, Middle East and Africa and responsible for the co-ordination of the association’s activities in the region. Immediately prior to joining the MMF, Mr. Barmüller was Managing Director of the Austrian Forum Mobilkommunikation from 2000 to 2006. He also served as a Member of the Austrian federal parliament from 1990 to 1999, focused on infrastructure issues, telecommunication, renewable energy and environment. He graduated as Master of Laws at the University of Graz, Austria.
