Regulatory framework amendments needed for mapping public communications networks at national level

ANCOM has launched for public consultation a draft decision on the format and manner of submitting information on the deployment and geographical location of public electronic communications networks and of the associated infrastructure. The information to be transmitted to ANCOM will be used in mapping public electronic communications networks and the associated infrastructure elements, at a national level.
 
Amendments proposed by the draft decision
 
"The current legal framework needs to be reviewed in order to extend the national reporting to all categories of public electronic communications network providers, for carrying out a modern mapping of networks and associated facilities, so that this tool could bring maximum benefits - directly, to the authorities and the telecom industry, as well as indirectly, to all users of communications services", said Eduard Lovin, Vice-president of ANCOM.
 
The draft decision proposes a new set of selection criteria regarding the providers of public electronic communications networks that must transmit complex information, in XML or CSV format, as applicable.
 
To increase the accuracy of the data regarding the coverage of the Romanian territory with electronic communications networks and infrastructure elements, the national survey is extended to include all categories of providers of public electronic communications networks, who will have the obligation to report information, the Authority removing the current differentiation between the municipality of Bucharest and the rest of the national territory.
 
Moreover, a new date - the 15th of October – has been proposed for the annual update of the information transmitted by the providers of public electronic communications networks.
Furthermore, the draft decision proposes to amend and complete the information to be transmitted to ANCOM by the network providers and, specifically, to reorganize information categories, to modify or to introduce new definitions, as needed.
With the adoption of this draft decision, the Decision of the President of ANCOM no. 1108/2017 will be repealed.
