“The Romanian users’ appetite for mobility brought about a higher uptake of mobile telephony and mobile internet access services in 2013. Last year, the number of active mobile internet access connections increased by 35%, whereas the number of terminals/ SIM cards enabling broadband access exceeded 11 million”,ANCOM’s Executive Director Eduard Lovin declared at ZF Mobilio ‘14, where the Authority presented the statistical data on the evolution of the mobile telephony market and of the mobile internet during 2013.

According to the information provided to ANCOM by the 6 active operators in the market of internet access services at mobile locations in Romania, by end-2013, there were 13.6 million active mobile internet access connections, 9.6 million of which were broadband connections. Both indicators registered an annual growth by 35%. Out of the broadband mobile internet access connections, 50% (4.8 million) were subscription-based, the rest (4.8 million) being represented by prepaid cards. The number of broadband mobile internet access connections provided by means of prepaid cards increased by over 54%, more than subscription-based broadband mobile internet access connections - by approximately 19%.
The structure of active mobile broadband internet access connections reveals that 61% of them were provided by means of a mobile telephone, upon payment of a subscription or of an extra-option for internet access, 25% were provided by means of a mobile telephone upon payment “per consumption unit”, whereas 14% were provided by means of modems/cards/USB. The total number of terminal/SIM cards that enabled internet access at mobile locations using the EV-DO, 3G/3G+, 4G technologies went up to 11.1 million, from 8.7 million (end-2012).
The penetration rate of mobile internet access services (total number of connections per 100 inhabitants) increased by more than 17 percentage points, up to 68% at end-2013, while the penetration rate of mobile broadband internet access connections reached 48%, growing by 12 percentage points year on year.
The segment of mobile telephony services remained relatively constant in 2013, the number and structure of subscribers witnessing no significant changes. Thus, at the end of 2013, there were 22.9 million active users of mobile telephony services, up by 0.3% compared to 2012, 13.5 million of which used these services by means of a prepaid card, and 9.4 million – by means of a subscription.
The penetration rate of mobile telephony services per 100 inhabitants was 113.9% at the end of 2013.
Despite the relatively constant number of subscribers to mobile telephony services (up by 0.3%), voice traffic on mobile networks registered a yearly increase by 3.3%, up to 63.6 billion minutes in 2013, i.e. a higher service uptake. Approximately 85% (53.8 billion minutes) of these were on-net minutes and only 10% of the traffic (6.5 billion minutes) was terminated on other mobile telephony networks, respectively 3% (2.1 billion minutes) on fixed telephony networks and 2% (1.2 billion minutes) on foreign networks. Prepay card users kept performing the largest part of the total voice traffic (56%), whereas subscription-based users – natural persons achieved 31% of the total voice traffic. Legal persons performed 13% of the traffic originated on the mobile public networks in Romania.
Concerning the SMS traffic, in 2013, approximately 16.9 billion SMS were sent, up by 22% compared to 2012. Similarly to the voice traffic, most of them were on-net SMS.
The average length of a call amounted to 2 minutes and 23 seconds in 2013, while the average voice traffic achieved by active user was 3 hours and 53 minutes per month, up by 4.2% compared to 2012. On average, a Romanian user sent 62 SMS per month, up by 23% compared to 2012.
As regards outbound international roaming services, voice traffic increased by 17.9% last year, up to 423 million minutes (105 million of which were outgoing calls and 318 million – incoming calls), whereas the roaming SMS traffic registered an annual increase by 6.5%, up to 112 million SMS. The average length of an initiated roaming call was 1 minute and 55 seconds, while the average length of a received call was 2 minutes and 54 seconds.
The statistical data report on the mobile telephony and internet access services was conducted based on the data made available by the providers of such services and is available, in Romanian, here.
