The National Authority for Management and Regulation in Communications of Romania (ANCOM) advises postal service users that send valuable goods on the territory of Romania (telephones, photo cameras, etc.) to choose an insured items service, despite the relatively higher costs. Declaring the value of parcels is the only method for the users to receive adequate compensation, in proportion to the declared value, in case of lost, stolen or fully/partially damaged parcels on their way to the addressee.  
The insured items service
The service for insured items is additionally charged compared to other types of postal services, by amounts that often represent a share of the sent item’s declared value. Nevertheless, it works as an insurance of the whole declared value of the parcel in case of loss, theft or damage, unlike the other types of domestic postal items that are outside the scope of such an insured items service, for which the postal operators are obliged to grant a compensation amounting to 10 times the service tariff, according to the law.
You should keep in mind that sending a parcel through the cash-on-delivery service (where the addressee pays the value of the commodity upon reception) does not involve automatically choosing the insured items service. Therefore, for this type of service, you should choose to insure the parcel by additionally selecting the insured items service, as well.
Warning! Where a user declares a lower value than the actual one to be insured, the compensation will be calculated proportionally to the level of the declared value.  
How it works
For example, a user willing to sell a mobile telephone for RON 500 by means of online platforms, who sends it to the buyer through a RON 10 cash-on-delivery service, will receive as a compensation from the courier, in case of loss during delivery:
·        if he/she has not  additionally chosen the insured items service:RON 100 (10 times the transport fee);
·        if he/she has additionally chosen the insured items service (paying, for example, 1% of the declared value of the telephone terminal): RON 500 (the declared value of the telephone) + RON 10 (transport fee), but he/she will not also receive the RON 5 fee for the insured items service;
·        if he/she has additionally chosen the insured items service (paying, for example, 1% of the declared value of the telephone terminal), while declaring a lower value, respectively RON 300: RON 300 (the declared value of the telephone) + RON 10 (transport fee), but he/she will not also receive the RON 3 fee for the insured items service.
Useful info
  • Postal service providers do not offer the insured items service by default, but upon the sender’s request;
  • Postal service providers do not have the obligation to offer this service, so some of them may not offer it;
  • If your provider makes available an online application for filling in transport documents, check whether the respective application includes an option for the insured items service;
  • Check whether the transport document handed by the courier upon parcel collection reflects the requested delivery conditions/terms;
  • These rules apply exclusively to domestic postal items, respectively to those items sent from the territory of Romania to an address situated within the country;
  • In absence of an explicit contract, the General Terms for the Provision of Postal Services on the postal service providers’ websites is, in fact, the contract you conclude with your provider.
On what, where and how to file a complaint

If your sent parcel has been lost, stolen or (fully or partially) damaged, first, you must complain to the provider, which has the obligation to settle your request according to the contract concluded with you or with the General Terms for the Provision of Postal Services, in accordance with the provisions of Government Emergency Ordinance no. 13/2013.
