New provisions regarding spectrum usage fees

The National Authority for Management and Regulation in Communications (ANCOM) together with the representatives of the Romanian electronic communications industry have adopted some amendments to the decision on setting the spectrum usage fee. ANCOM's decision mainly seeks to improve the charging principles and to introduce a spectrum usage fee for terrestrial digital broadcasting.
 
The fee for digital terrestrial broadcasting services
 
ANCOM aims at organizing a selection procedure next year, for awarding spectrum use rights in the VHF band (174-230 MHz) for the provision of digital terrestrial broadcasting services (T-DAB +), and the decision adopted in this meeting sets the level of the spectrum usage fee to be paid by the holders of rights to use the radio frequencies for the provision of these services.
The spectrum usage fee was set according to the nature of the service to be provided, the geographical distribution of the population, and taking into account the fact that 4 T-DAB blocks can be inserted in a 7 MHz television channel.
 
Other amendments on spectrum usage fees for certain radiocommunications services
 
The ANCOM Decision amends the spectrum usage fee for the use of radio frequencies in maritime mobile, aeronautical mobile services, radio-determination and for the use of radio frequencies in the event of temporary, occasional broadcasting of satellite news gathering (SNG) programmes. Given that ship, aircraft and ground or coast stations have a well-defined and dedicated set of special frequency bands, irrespective of the actual equipment on the ship or aircraft, the distinction between ship, respectively aircraft types, based on criteria related to equipment or to navigation route, has been removed.
Moreover, the fee charging system for Complementary Ground Components (CGC) associated with satellite electronic communications systems in the 1980-2010 MHz/2170-2200 MHz bands has been set depending on the network type/on the number and location of CGC base stations. The two operators selected by the European Commission, Inmarsat Ventures PLC and Echostar Mobile Ltd, have the option of choosing between a fee for a CGC base station network deployed at national level and a fee for a CGC base station. The fee for a CGC base station was determined based on population density, urban building density, service area radius and locality type.
