In 2011, the Postal Market Registered the First Increases after Three Consecutive Years of Decline

The statistical data report on postal services, published today by ANCOM, shows that, after three years of decline, the market grew by 28% in terms of total postal traffic. The providers reported increases as regards both domestic traffic (29%) and cross-border traffic (15%) in 2011.
During last year, 527,276,394postal items were processed, up by 28% as compared to 2010, which means an average of 27.69 of postal items per capita as opposed to 19.26 in 2010. Out of the total amount of items processed in 2011, the universal service provider - Romanian Post National Company (CNPR) - processed 79%, amounting to 418,705,969 items, whereas the private providers reported 108,570,425 items, a 30% increase as compared to 2010.
94% of the 2011 total postal traffic is held by the domestic postal items which rose by 29% as compared to 2010, to 496,366,748 items. Both private providers and CNPR reported an increase of approx. 29% of the domestic traffic. CNPR dealt with 79% of the total domestic traffic, whereas the private providers processed 21% of this traffic.
The cross-border traffic grew by 15% in 2011, amounting to 30,909,646 items, in the context where the traffic reported by private providers augmented by 50% and the number of cross-border items processed by CNPR went up by 8% as compared to 2010.
The total postal traffic consists of the traffic of letter-post items (postal services dealing with items of correspondence, printed matter items, small parcels and direct mail items, weighing up to including 2 kg), the parcel traffic and the Express services traffic.
In 2011, the letter-post traffic accounted for 93% of the total postal traffic and increased by almost one third after three years of decreases, registering growths in the domestic traffic (+28%), as well as in the cross-border traffic (+14%). CNPR further holds a majority share in this market segment, i.e. more than 84%, whereas the following ten providers – by volume – in this segment processed 64,982,345 items, accounting for 13% of the total letter-post traffic. The remaining providers achieved a volume of 13,564,122 items, which means only 3% of this market segment.
After three years during which the parcel market maintained an approximately constant course, in 2011 the parcel traffic registered a more than 30% growth as compared to the previous year, amounting to 23,288,453 parcels, surpassing even the value of the 2007 traffic, the year when we witnessed the highest parcel traffic of the last five years. The parcel market grew in terms of both domestic traffic (+34%) and cross-border traffic (+20%). Out of the total parcel traffic, CNPR processed 8%, while the following ten providers – by volume – in this market segment achieved together 84% of this traffic.
The Express services saw a 43% increase of the total traffic, amounting to 13,729,151 items, with a significant rise by almost 47% of the domestic traffic and a 13% growth of the cross-border traffic. CNPR dealt with more than 35% of the total Express traffic, and the following ten providers in this market segment processed a volume of 8,193,290 items, which accounts for approx. 60% of this traffic.
Competition in the segment of postal services within the scope of universal service further intensified in 2011. And so, alongside CNPR, other 213 providers operated in this market segment, their number growing from 137 in 2010. The alternative providers thus processed a total of 59,081,057 postal items, up by 15% as compared to 2010, whereas CNPR processed 364,944,995 items, by 33% more than in 2010. We notice a spectacular leap of the cross-border traffic within the scope of universal service in 2011, with reference to the items sent from outside our country to Romania, which grew by 300% as compared to 2010 – 3,195,868 items. On the contrary, the postal items sent from Romania to other states went down by 16% (from 235,716 processed in 2010 to 198,584 in 2011).
The services outside the scope of universal service also registered increases in terms of total traffic. In this segment, 103,250,342 postal items were collected and distributed, i.e. 20% of the total postal traffic achieved in 2011. Domestic items grew by 21% as compared to 2010, whereas the cross-border traffic fell by 6%.
The postal market is worth RON 1.53 billion, increasing by 5.2% as compared to 2010.
