How do we know a telephone number has been ported?

Every time the users make a call to a number that was ported to another network and therefore the tariff of that call could be higher than expected, they hear a distinctive beep sound, just before the actual call is made. The beep sound allows the caller to end the call, find to which network the number has been ported and whether the tariff to that number is different from the known one. The launch of number portability has made network identification based on the number format impossible. Therefore, the National Authority for Management and Regulation in Communications (ANCOM) imposed this measure on fixed and mobile telephony operators in order to avoid situations in which the users could pay a higher tariff than the one they know when calling a ported number.
About number portability
ANCOM launched the number portability service in 2008 to enable fixed and mobile telephony users to keep their numbers while shifting to another telephone service provider.  More than 3.3 million mobile telephone numbers have been ported so far in Romania. A telephone number can only be ported upon the users’ request. Any telephone number can be ported, as long as the network is of the same type (a mobile telephone number can only be ported to another mobile network and a fixed telephone number can only be ported to another fixed network). Moreover, the geographic numbers can only be ported within the same county. In the case of mobile telephony, a post-paid number can also be ported into a prepaid number and vice-versa.
Warning! Porting the number to another operator does not mean the obligations assumed by the users upon signing the contract with the initial operator are annulled. For instance, if the porting is requested before the expiry of the contract, the user might be obliged to pay early termination penalties.
