Choose a postal service according to your needs

11.06.2015

The National Authority for Management and Regulation in Communications (ANCOM) recommends the potential users of postal (including courier) services, to read carefully the terms of provision before choosing a service and to order the services featuring the additional characteristics that best match their needs. This recommendation should be considered especially when dealing with postal items containing official or original documents, or with postal parcels that must be delivered within a specified interval and in special safety conditions or parcels containing expensive goods.
Where a sender needs a proof that the item has been delivered, he/she should choose either the Advice of Delivery service – in this case, the sender receives a written confirmation of the delivery from the addressee -, or the Registered Items service – in this case the sender receives a proof of delivery from the postal service provider, upon request.
Moreover, especially for parcels containing expensive goods, the users may choose to ensure their postal items against the risk of being lost, stolen, totally or partially damaged; in this case, they should choose the Insured Items service. Furthermore, where the users need the delivery to take place within a short, guaranteed interval, they should choose the Express service.
There are also services that allow the users to change the addressee or the address on the postal item after it has been sent (the Change of Destination service or to set – for example – the date and time of delivery, or the delivery order, if there are multiple addressees (the Special Delivery service).
While choosing a postal service provider, the users must take into account the following: the quality conditions the provider ensures for the respective service (especially delivery time), the tariffs charged for the service, as well as the item takeover conditions in the provider’s postal network. Further information on these issues is available in the General terms for the provision of postal services, a document to be found on the providers’ websites or at their work stations.
Moreover, the users can find on the providerswebsites information on the coverage of the postal networks offered, for example - the localities for which no additional fees are required per kilometre.
Currently, there are 369 postal service providers in Romania, 230 of them being active in 2014. The interested persons can find the providers for a certain type of service by accessing the List of authorised postal service providers available on the ANCOM website, where they can select the ”advanced filter” option and choose the relevant field, thus obtaining a list of all the providers that offer the desired service. The list of these providers’ working stations in each county is available here.
Further details on the types of postal services are available in ANCOM InfoCenter, here.
