BEREC seeks views on guidelines to implement new net neutrality rules

The Body of European Regulators for Electronic Communications (BEREC) has today published for public consultation draft guidelines on the implementation by regulators of new net neutrality rules and is seeking the views of stakeholders over the next six weeks, with the consultation closing on 18 July.
 
The launch of the public consultation is taking place today at 14:30 (CET) and will be live-streamed on BEREC’s website (www.berec.europa.eu). Questions can be addressed to the BEREC Chair 2016 Wilhelm Eschweiler, the incoming BEREC Chair 2017 Sébastien Soriano and the BEREC Vice-Chair Henk Don as well as the Co-Chairs of the Network Neutrality Expert Working Group, Frode Sørensen and Ben Wallis via Twitter by using #BERECpublic or by sending to press@berec.europa.eu.
 
The Regulation stipulates that BEREC finalise its Guidelines “after consulting stakeholders”. As an initial step in its work on the net neutrality guidelines, BEREC met with a number of stakeholders to gather views and information. Meetings were held in December 2015 with European-level stakeholder organisations representing internet services providers, equipment manufacturers, content and application providers, end users and consumers, and civil society.
 
BEREC is now inviting comments from all stakeholders and citizens on the draft Guidelines. Comments can be provided using the dedicated response form on BEREC’s website which enables comments to be provided on each paragraph, or by sending a consultation response to NN-Consultation@berec.europa.eu. Full information can be found at http://berec.europa.eu/nn-consultation [active as of 6 June].  
BEREC will then take account of all comments received before publishing the final guidelines by 30 August 2016.
 
An EU law[1] to safeguard open internet access, and commonly referred to as the Telecoms Single Market Regulation, was adopted in November 2015 and came into force on 30 April. The law included a requirement for BEREC to provide guidance on the implementation of the obligations of national regulatory authorities (NRAs).
