ANCOM validates the request for granting licences in DECT band in 28 localities

Following ANCOM’s announcement on starting the process of granting licences for the deployment and operation of wireless access public electronic communications networks with DECT base stations in the 1880-1900 MHz band, the operator Telekom Romania Communications submitted to ANCOM a request for continuing the provision of electronic communications services using DECT technology in 28 localities from Galati and Tulcea counties. The Authority validated the options expressed by Telekom Romania Communications and published the final list of localities on its website, here. The operator thus obtains the extension of the validity period of its licences in the aforementioned counties.
 
Considering that Telekom Romania Communications SA is the only operator that expressed interest in this band, a second stage of the mechanism for validating the operators’ options is no longer necessary since there were not registered multiple requests for the same locality.
If the Authority will further receive other requests for obtaining usage rights in view of providing wireless access public electronic communications networks in the DECT band, the process of granting usage rights in this band will be resumed periodically, each June and November. ANCOM will announce, each time, the beginning of the above-mentioned process through a press release.
 
The procedure for the issuance of licences in DECT (digital enhanced cordless telecommunications) band
Licences will be issued according to the Position Paper on the use of the frequency spectrum on a national level in the 1880-1900 MHz band, in force from 2014, when the Authority decided that the DECT band should become available on a national level. The Position Paper has been updated in 2019.
According to the provisions of this document, any provider wishing to obtain a licence in the said band should make a firm request therefor within 10 days, presenting their options for the geographical areas (localities and counties) where they intend to obtain usage rights in the DECT band. The frequency allotments for the entire DECT band, provided by licence, have non-exclusive status at county level (Bucharest is considered together with Ilfov County), but they have an exclusive character at the locality level.
Within 3 days from this deadline, ANCOM publishes the preliminary list of the operators’ options, by counties and localities. Operators can change their initial options within 5 calendar days, if they so wish, but only regarding those localities for which two or more options have been expressed.
Subsequently, the Authority publishes the final aggregated table, by counties and localities, along with the operators’ options, and issues frequency usage licenses for the DECT band.
 
Background information on the DECT band 
The 1880-1900 MHz band (also known as the DECT band) ensures good coverage, and ANCOM intends to encourage its usage, especially in geographical areas less favoured in respect of access to electronic communications services.

 

Given the outcomes of the process of awarding usage rights which began on 18 June, the wireless access public networks will continue to operate in the DECT band in view of ensuring the wireless local loop - WLL.
