ANCOM to Make an Inventory of Public Networks in Romania

The Romanian Authority for Management and Regulation in Communications (ANCOM) discussed about the format and means of transmission of the information related to the roll-out and geographic location of the public electronic communications networks and of the associated facilities with the electronic communications industry.
The providers will transmit ANCOM information on the network segments, network access points, switchers, operated CATV distribution stations and cabinets, manhole chimneys, ducts, pillars and masts.
The information received from the providers will enable ANCOM to begin making the inventory of the electronic communications public networks and of the associated facilities provided for in Law no.154/2012 regarding the regime of the electronic communications networks infrastructure. The Authority will thus be able to make maps that would show the level of coverage with public electronic communications networks of the Romanian localities, as well as to make a situation of the available associated facilities. ANCOM will be able to use this instrument to identify the regions which require additional incentives for infrastructure investments, as well as to ensure the shared use of the infrastructure facilities.
In a first stage, the providers of public electronic communications networks which ensure the provision of services of telephony or internet at fixed locations with a number of connections exceeding 100,000, at national level, and the providers of public cellular mobile radio networks will send ANCOM GIS (Geographical Information System) information on the elements of their networks and the associated facilities installed only in Bucharest. For the rest of the national territory, these providers will need to send ANCOM more general information (non-GIS). At a later stage all the transmitted information will be GIS information.
The providers of services of telephony or internet at fixed locations that have less than 100,000 connections will also need to send ANCOM non-GIS information at national level on the roll-out and geographic location of the public electronic communications networks they provide.
The deadline for the first reporting of this information is 1st of January 2016 for the data available as of 1st of January 2015. Subsequently, the information will be updated until the 1st of July of each year with the data available as of the 31st of December of the previous year.
The information will be transmitted by means of an online application made available by ANCOM. The data will be sent in a secured way and validated by a certified electronic signature.
The decision will be published in the Romanian Official Journal and will come into force on 1st of January 2015.
