ANCOM Reviews Conditions for the Use of Frequency Bands exempted from licensing

The National Authority for Management and Regulation in Communications (ANCOM) has launched public consultation on a draft decision updating the provisions of the decision on radio frequencies or frequency bands exempted from the licensing regime, in line with the legislative changes at European level. The main change consists of extending the frequency band in which private mobile radiocommunications equipment - PMR 446 (equipment like walkie - talkie) operates, with a view to allowing the license free use of PMR 446 digital equipment in Romania.

Proposed changes

The draft decision under public consultation is mainly aimed at updating the technical specification for the RO-IR 15 radio interface and correlating some terms used in the speciality/specific legislation.

Thus, the radio frequency band allocated for the license free use of PMR 446 equipment is proposed to be extended up to 446.2 MHz. Furthermore, the draft decision aims to allow the license free use of this band for PMR 446 digital equipment in Romania.

Background

Currently, only PMR 446 analogue equipment (in the 446 - 446.1 MHz band) can operate without a licence in Romania.

Such equipment may be used in these license free bands, but taking utmost account of the technical regulations in force, so as to avoid the risk of generating harmful interference to radiocommunications stations that use the frequency spectrum in compliance with the regulations in force. Furthermore, the frequency band used by such equipment does not benefit from radio protection, regardless of the interference source – similar users or radiocommunications stations functioning in compliance with the regulations in force.

The Draft Decision of the President of the National Authority for Management and Regulation in Communications on amending and completing the Decision of the President of the National Authority for Management and Regulation in Communications no. 311/2016 on the radio frequencies or frequency bands exempted from the licensing regime is available for consultation, in Romanian, here. The interested persons are invited to submit their comments and suggestions, by 04.10.2018, at the ANCOM headquarters (2 Delea Noua Street, Bucharest 3), directly to the ANCOM Registry Office or by means of the ANCOM regional divisions.
