ANCOM Reallocated the Number 116000 – Hotline for Missing Children

Following ANCOM’s announcement on opening for allocation the national short number harmonised at European level for services of social value 116000, available for “Hotlines for Missing Children”, the electronic communications service provider Telekom Romania Communications S.A. requested and received the right to use this number for a 10-year period, in collaboration with the Child Helpline Association, a provider of services of social value.
By this hotline, anyone can report children that are going missing - these calls being subsequently forwarded to the police - and guidance and support can be provided to caregivers of a missing child, and information can be offered in support of the investigation. Such services will be provided through the number 116000 on a national level, 24/7, and calls will be available free of charge, to all citizens, without prior registration.
The number 116000 is reserved for identical services of social value, in all the countries of the European Union. Services offered through national short numbers harmonised at European level for services of social value beginning with 116 have a pan-European identity to the benefit of European citizens, who know that, by dialling the same number, will have access to the same type of service in all the Member States.
During 24 November - 23 December 2015, the interested electronic communications service providers could submit applications to ANCOM for the allocation of the national short number for harmonised services of social value 116000. The company, Telekom Romania Communications S.A. was the only operator to submit an allocation request. Previously, the right of use of this number had been granted to the same company, for the period 25 July 2008– 22 October 2015, the service being provided by The Romanian Centre for Missing and Sexually Exploited Children - FOCUS.
Two more such numbers are allocated in Romania, besides 116000: 116111 – for “child helplines”   and 116123 – for “emotional support helplines”. The numbers 116006 – for “service helplines for victims of crime” and 116117 for “non-emergency medical on-call service helplines” are still open for allocation.
