ANCOM Is Issuing Temporary Licences for the Broadcasting of the Europa League Final

In order to enable the broadcasting by TV stations from abroad of the 2011/2012 edition of the Europa League final, to take place on the National Arena Stadium in Bucharest, on 9 May 2012, ANCOM will issue temporary licences for the use of radio frequencies for occasional transmissions to the audiovisual operators that will request them. In the presence of the UEFA accredited broadcasters, the Authority’s specialists have explained today the procedure on the issuance of this type of licences and the due tariffs.
The procedure, available on the ANCOM website, provides that the interested operators need to submit to the Authority an application form containing general information and the technical parameters of the equipment and of the transmission itself, depending on the radiocommunication service used.
All requests are to be submitted at least 10 days before the beginning of the event. If several temporary licences are requested for the same frequency, the respective frequency will be granted to the first requester that submitted a request therefor.
After checking the submitted data and after the technical analysis, in case of a favourable finding, ANCOM will issue the licence and its authorisation, upon the requester’s payment of the radio spectrum tariff, which is calculated in accordance with the operational and technical parameters to be included in the licence and its authorisation.
In view of ensuring the broadcasting in good conditions of the final, between 7 and 9 May 2012, ANCOM will permanently monitor, within the premises of the event, the way the temporarily licensed radio spectrum is used, with the help of the National System for Radio Spectrum Monitoring and of the specially equipped monitoring cars owned by the Authority.
The tariffs charged by ANCOM for awarding temporary licences vary in accordance with a number of technical parameters and with the period of time for which the licences are requested, and will be included in the Authority’s budget. Hence, the tariff for the authorisation of occasional transmissions within less than 7 consecutive days amounts to 560 euros/day for the first day of transmission, whereas from the second to the sixth consecutive day of transmission the tariff is 400 euros/day, in the case of fixed and mobile satellite services.
As regards the tariff charged for the land mobile service (walkie-talkie, PMR networks, wireless microphones), this will be calculated with an algorithm, depending on several parameters, the calculation procedure being available here. The minimum tariff is calculated for one month of use and, for a frequency in Bucharest for up to 30 days, the price does not exceed 50 euros.
For the transmissions in the fixed service, the tariff for transmitting frequencies assigned to transportable radio relay equipment (fixed sound/video links), designated for sound broadcasting and/or television occasional and temporary transmissions, vary between 15 and 30 euros/transmitting frequency/day of transmission, depending on the transmitting frequency and the bandwidth.
The tariff for transmitting frequencies assigned to portable radio relay equipment (installed on wireless cameras), for sound broadcasting and/or television occasional and temporary transmissions, depends on the transmitting frequency and on the bandwidth and varies from 8 euros to 15 euros/transmitting frequency/day of transmission.
