ANCOM a stabilit destinaţia viitoare a benzii de 450 MHz

The usage rights for the frequencies in the 450 MHz band are to be granted upon request, in the order of requests. The band will be used for PMR and PAMR narrowband applications, according to ANCOM’s position paper on the usage of the radio spectrum in the 453-457.5 MHz/463-467.5 MHz frequency bands, published today on the Authority’s website, here.
This band will enable the provision of both electronic communications networks and services  exclusively for one’s own needs, and for publicly available electronic communications networks and services, as push-to-talk voice services (telephony), data transmission services, voice-and-data simultaneous transfer, dispatch services, selective calls and emergency calls, call prioritisation and call-on-hold, group calls and dynamic administration of user groups, ability to provide VPN services or the possibility of interconnection with other public networks in the case of PAMR.
The usage rights for the frequencies in the 450 MHz band will be granted upon request, in the order of the date of submitting the requests, as long as the radio spectrum resource is sufficient for settling the existing requests for frequency assignation. Where the radio spectrum requests exceed the spectrum resources available and the settling of all the requests becomes impossible, the usage rights for the radio frequencies will be granted by means of a comparative or a competitive procedure, in accordance with the provisions of the relevant legislation in force.
Until 24 March 2013, this band was used by Telemobil, which offered voice and data services in the CDMA 450 MHz technology. ANCOM determined the future use of this band following an analysis, as well as a market consultation. In 2012, ANCOM consulted the industry on the use of this band after the expiry of Telemobil usage rights and forwarded to the interested operators a proposal for organising a competitive selection procedure, but the operators expressed no firm intentions of participating in such a procedure.
