ANCOM Launches the Tender for the Price Comparison Tool

The National Authority for Management and Regulation in Communications (ANCOM) launched the tender for the development of the online application enabling the end-users to compare between the communications offers. The price comparison tool will offer the end-users access to periodically updated information on the tariffs charged by operators for the provision of fixed and mobile telephone services, broadband Internet services, as well as of tariff packages which include combinations thereof.
Based upon the options inputted by the end-users, the application will make a comparative analysis of the tariff plans available on the Romanian market, displaying afterwards 25 of the most advantageous offers ranked in order of cost (calculated per month). When displaying the results, other relevant details on the respective offers will also be published (e.g. number of included minutes or SMS, billing period, minimum contract duration, customer care details).
The calculation methodology to base the ranking of the most advantageous communications offers intended for the end-users will be elaborated by the successful tenderer, who will evaluate the tariff plans of the electronic communications providers from Romania, will identify the algorithm - following the consultation with the above-mentioned providers and with the ANCOM representatives, and will implement and test the chosen solution before its activation for use on the public site.
The tender is open for any natural or legal person from Romania or from abroad who - among others - registered a global average turnover, for the last three years, of minimum RON 3,000,000 and developed an integrated information solution (hardware and software, including web) in the last three years.
The estimated value of the contract is RON 1,518,678 (without VAT), whereas the online application for comparing the telecom offers is to be developed within 200 days from the awarding of the contract. ANCOM has obtained a non-reimbursable financing amounting to RON 886,198.32 for developing this application, within the Sector Operational Programme “Increase of Economic Competitiveness”.

The tenders may be submitted to the ANCOM Registry Office in 2 Delea Noua Street, sector 3, Bucharest, by 28 March 2012, and will be opened on 29 March 2012.
Background
2009 – Decision no. 77/2009 creating the necessary premises for ANCOM to set up and make publicly available an Internet portal which would allow for comparing between the tariffs and conditions offered by the providers of mobile telephony, fixed telephony and broadband Internet access, by means of a “price calculator”-type interactive application, comes into force.
2009 - ANCOM submits to the Ministry for Communications and Information Society - the Intermediate Body for the Promotion of Information Society - the necessary documentation for obtaining a non-reimbursable financing within the Sector Operational Programme “Increase of Economic Competitiveness”, Key Area of Intervention 2 “Developing and increasing the efficiency of electronic public services”, Operation 1 “Supporting the setting-up of e-government solutions along with the necessary broadband connectivity (if the latter is needed)”
2011 – ANCOM signs the non-reimbursable financing contract for the price comparison tool and begins the process of implementation of the project “Online application for comparing the communications offers intended for the end-users”.
