ANCOM has launched a questionnaire on the appropriateness of granting rights of use for frequencies in the 26 GHz and 42 GHz bands for the provision of public MFCN networks and wireless broadband electronic communications services in Romania, respectively in the 28 GHz band for the provision of public fixed wireless access networks (FWA) and electronic communications services. Through this consultation, operators can express their opinion on the opportunity of acquiring spectrum in these bands. The Authority also aims to gather relevant information from the market and civil society regarding concrete interest in providing public electronic communications networks and services using the 26 GHz, 42 GHz or 28 GHz bands.
ANCOM questionnaire
The questionnaire is addressed to providers of public electronic communications networks and services – whether or not they currently hold radio spectrum -, manufacturers and distributors of radio equipment operating in the above-mentioned bands who are active on or interested in entering the national electronic communications market, respectively to public administration institutions responsible for regulating or facilitating the implementation of “vertical” applications that may rely on spectrum in these bands. The questionnaire is also addressed to non-governmental associations and citizens with an interest in the topic.
ANCOM deemed it suitable to carry out this consultation through a questionnaire concerning, inter alia, the 26 GHz band, with the specific aim of determining—3 years after the last consultation—whether there are certain intentions regarding to obtain rights of use in this band in the short term (2026–2028) or in the medium term (2029–2031), as well as whether there are other constraints that should be taken into account. On this occasion, the Authority considered it appropriate to supplement the questionnaire with similar questions regarding other high-frequency bands for which no prior consultations had been conducted (the EU-harmonised 42 GHz band, and the 28 GHz band).

The questionnaire on the appropriateness of granting frequency usage rights for the provision of public MFCN networks and wireless broadband electronic communications services in the EU-harmonised frequency bands 24.25 – 27.5 GHz (26 GHz band) and 40.5 – 43.5 GHz (42 GHz band), as well as for the provision of public FWA networks and wireless broadband electronic communications services in the frequency band 27.5 – 29.5 GHz (28 GHz band), in Romania, in the period 2026-2031, can be accessed here. Interested parties are invited to formulate and submit their responses by 16.03.2026, to ANCOM’s headquarters (2 Delea Noua Street, Sector 3, Bucharest), via the Online Registry or through the Authority’s regional divisions.
