Between 1 May and 30 June 2026, 486 providers of public fixed electronic communications networks and/or publicly available fixed electronic communications services are required to report information on the degree of coverage with fixed broadband internet services nationwide. ANCOM’s request, aimed at identifying areas without coverage, was sent to providers via the My ANCOM platform, the Authority’s dedicated tool for communication with market stakeholders. Failure to submit the requested information can result in penalties of up to RON 30,000 per day of delay.
“VHCN Coverage” Survey
The Authority has developed a questionnaire addressed to the 486 authorised providers of public fixed electronic communications networks and/or publicly available fixed electronic communications services.
Based on the indicators reported, ANCOM will update the list of areas where there is no access to at least one functional fixed broadband internet service (≥100 Mbps).
As of 2025, end users in 1,592 localities within Romania’s administrative‑territorial units did not have access to at least one functional fixed broadband internet service.
Reporting data at administrative address level is intended to provide the most accurate possible overview of the degree of coverage with fixed electronic communications services, at locality level. This enables evidence‑based analysis and informed decision‑making by central and local authorities regarding specific areas considered to require infrastructure development and incentives for investment in the electronic communications field, whether through state aid schemes or other funding mechanisms.
The results will also be made available in the form of a locality-level map, updated every three years and accessible at https://vhcn.ancom.ro/.
Penalties for failure to submit information
If providers fail to submit the requested information within the deadline and in accordance with the instructions issued by ANCOM, administrative fines of up to RON 30,000 per day of delay will be applied.
My ANCOM
„My ANCOM” is a service developed by ANCOM in 2024 providing beneficiaries – free of charge – with a private virtual space securely accessible through a unique password that facilitates easy management of documents and history tracking. The tool was designed for communication between the Authority and providers of electronic communications and postal services, through which ANCOM may transmit official documents – in original or in true copy of the original – such as requests for information, decisions, reports on findings and sanctions, enforcement documents, responses to applications, notifications and other administrative acts.
