Final Testing of the Central Database for the Implementation of Number Portability in Romania

On May 31, 2008, the implementation of the PHARE project RO 2005/017-553.05.01 “Support to the National Regulatory Authority for Communications (ANRC) for the implementation of a Central Database System for Number Portability” ended, as the provisions under the contract concluded with the selected company for the creation of the central database required for the implementation of fixed and mobile telephone numbers were fulfilled. During the project, the database was achieved, installed and functionally tested, whereas the ANRCTI personnel in charge with developing and implementing the procedures for making this system operational were technically trained.

The total value of the project amounted to EUR 582,432.98, excluding VAT. The supply project was mainly finaced by the European Union (75%) through the PHARE programme 2005 – “Facilities for special actions”, while ANRCTI contributed with 25%. UTI Systems S.A. implemented the project.

During May 31 - October 1, 2008, with UTI Systems support, tests on the interoperability of the central database with the providers’ own IT systems shall be carried out, so as to make available the number portability service to all fixed and mobile telephony users on October 21, 2008.

Furthermore, on October 21, the web interface which enables the public to access the central database shall also be provided. Thus, on www.portabilitate.ro, all interested persons may find the network to which a certain number belongs and may obtain details on the porting of a number, what does it involve, what are the costs or how long does it take to port the number to another network.
