Radiocommunications in the Fixed Service

Radiocommunications in the Fixed Service include all types of civil radiocommunications which operate in the radio frequency bands with non-governmental or shared status of use, allocated to the Fixed Service, according to the National Table of Frequency Bands Allocations (TNABF), as follows:

  • digital bilateral radio-relays (point-to-point links) for information conveyance (data/voice transmission);
  • feeder links (unilateral point-to-point links) from radio or television studios to transmitters within the sound radiobroadcasting or television service, dedicated to the conveyance of the respective audio-visual programmes;
  • (mobile) transportable radio-relays (unilateral point-to-point links), intended for the temporary, occasional conveyance of audio-visual productions from the spots where these are created (OB vehicles/vans) towards the radio or television studios (ENG-OB);
  • (mobile) transportable radio-relays (unilateral point-to-point links), intended for the temporary, occasional transmissions from cordless video-cameras towards the OB vehicles/vans (ENG-OB);
  • point-multipoint radiocommunications networks for fixed wireless access (FWA).

In this radiocommunications service, ANCOM:

  • allots and assigns radio frequencies for fixed radiocommunications networks;
  • coordinates, with the Communications Administrations of the neighbouring countries, the radio frequencies within the bands allocated to the fixed service, according to the relevant international agreements in force.

ANCOM grants:

  •  radio frequencies usage licenses and assignment authorizations for the provision of public networks of point-multipoint type and electronic communications services;
  •  radio frequencies usage licenses and assignment authorizations for feeder links;
  •  radio frequencies usage licenses and assignment authorizations for radio-relays dedicated to voice/data transmissions;
  •  radio frequencies usage licenses and assignment authorizations for temporary, occasional transmissions in the fixed service (ENG-OB);
  •  radio frequencies usage licenses and assignment authorizations in order to perform experimental radio transmissions in the fixed service.

Radiocommunications

 

Radiocommunications in the Land Mobile Service

Radiocommunications in the Land Mobile service include all types of civil radiocommunications which operate in the radio frequency bands with non-governmental or shared status of use , allocated to the land mobile service, according to the National Table of Frequency Bands Allocations (TNABF), as follows:

  • Professional Mobile Radio (PMR) – mobile radiocommunications for private/professional use;
  • Public Access Mobile Radio (PAMR) – mobile radiocommunications for  public access;
  • public mobile cellular radiocommunications using various technologies: GSM 900, DCS 1800, DECT, CDMA 450, IMT-2000/UMTS (3G);
  • short range radio devices operating in licence exempt frequency bands allocated to the land mobile service.

In this radiocommunications service, ANCOM:

  •  allots and assigns radio frequencies for land mobile radiocommunications networks;
  • coordinates, with the Communications Administrations of the neighbouring countries, the radio frequencies within the bands allocated to the land mobile service, according to the relevant international agreements in force.

ANCOM grants:

  • radio frequencies usage licenses and assignment authorizations for the provision of public networks and mobile cellular communications services: GSM 900, DCS 1800, DECT, CDMA 450, IMT-2000/UMTS (3G);
  • radio frequencies usage licenses and assignment authorizations for the provision of public access mobile radiocommunications networks and services (PAMR);
  • radio frequencies usage licenses and assignment authorizations for private/professional mobile radiocommunications networks (PMR);
  •  radio frequencies usage licenses and assignment authorizations in order to perform experimental radio transmissions in the land mobile service;
  • radio frequencies usage licenses and assignment authorizations for occasional transmissions in the land mobile service.

 

PMR systems (Professional Mobile Radio) are mobile radio systems used by organisations to establish communications in support of their own activities. Since the user operates its own network, the PMR application is private.

 

The usual users of PMR systems are both small undertakings and big companies whose activities in various areas of national economy require the existence of their own radio communications.

 

Commercial companies and companies performing in fields such as: various industry areas, production, transport and distribution of public utilities – water, electricity, gas etc. –, transportation, constructions and public works, agriculture and forests, public safety and emergency systems, public health, services etc. are examples of users of such applications.

 

PAMR systems (Public Access Mobile Radio) are public access mobile radio systems, operated on commercial basis by the operators providing communications services to business professional users or dedicated user groups.

Maritime services

Maritime Services include all types of radiocommunications operating in radio frequency bands with non-governmental or shared application, allotted to the maritime mobile and maritime mobile-satellite services, according to the National Table for Frequency Allocation (NTFA), as follows:

  • radiocommunications in maritime mobile and maritime mobile-satellite services with a view to ensure the safety of persons and goods engaged in voyages, especially under bad meteorological conditions, and to fulfil the requirements of GMDSS and SAR (Search and Rescue) global plan;
  • radiocommunications on inland waterways intended to contribute to a safer navigation, particularly in case of  bad weather conditions, ensuring the safety of persons and goods engaged in the Inland Waterways navigation;

In this respect, ANCOM:

  • permanently harmonizes the national legislation in the field with the international provisions with a view to ensure the operational and legal compatibility of ship stations engaged in international or national voyages, directly relating with ships under foreign pavilion;
  • allots and assigns radio frequencies dedicated to maritime radiocommunications networks;
  • authorises the radio operators professional in maritime mobile and maritime mobile-satellite services and in the radiotelephone service on inland waterways, both on board ships and coast radio stations or radio station located on shore.
  • coordinates together with the communications administrations of the neighbouring countries the radio frequencies within the frequency bands allotted to maritime services according to NTFA;

ANCOM grants:

  • licences for the use of radio frequencies and licences  for maritime ship stations and ship earth station;
  • licences for the use of radio frequencies and licences  for Inland Waterways ship stations and ship earth station;
  • licences for the use of radio frequencies and radio frequencies authorizations for coast radio stations;
  • licences for the use of radio frequencies and radio frequencies authorizations for shore radio stations;
  • certificate’s operators in the maritime mobile and maritime mobile-satellite services.

 

Aeronautical services

 Aeronautical services include all types of radiocommunications operating in radio frequency bands with non-governmental or shared application, allotted to the aeronautical mobile and aeronautical mobile-satellite services, according to the National Table for Frequency Allocation (NTFA)

Frequencies in any band allocated to the aeronautical mobile (R) service and the aeronautical mobile satellite (R) service are reserved for communications relating to safety and regularity of flight between any aircraft and those aeronautical stations and aeronautical earth stations primarily concerned with flight along national or international civil air route.

 

Frequencies in any band allocated to the aeronautical mobile (OR) service and the aeronautical mobile satellite (OR) service are reserved for communications between any aircraft and aeronautical stations and aeronautical earth stations other than those primarily concerned with flight along national or international civil air route.

 

In this respect, ANCOM:

  • permanently harmonizes the national legislation with the international provisions with a view to ensure the operational and legal compatibility.
  • allots and assigns radio frequencies dedicated to aeronautical services;
  • authorises the radio operators professional in aeronautical mobile and aeronautical mobile-satellite services, both on board aircrafts and aeronautical radio stations located on ground.
  • coordinates with the Administrations of the neighbouring countries the radio frequencies within the frequency bands allotted to aeronautical services, according to NTFA;

ANCOM grants:

  • licences for the use of radio frequencies and licences  for aircraft stations and aircraft earth stations ;
  • licences for the use of radio frequencies and radio frequencies authorizations for aeronautical radio stations;
  • operator’s certificates for aeronautical mobile and aeronautical mobile-satellite services.

Radiodetermination service

Radiodetermination service is a radiocommunication service for the purpose of  radiodetermination (radiolocation, radionavigation, radiogoniometry).

 

Radiodetermination service include all types of radiocommunications in radio frequency bands with non-governmental or shared application, allotted to the Radiodetermination Service, according to the National Table for Frequency Allocation (NTFA).

 

In this respect, ANCOM:

  • allots and assigns radio frequencies for radiodetermination stations;
  • regulates the activity of the radiodetermination service at national level;
  • coordinates together with the communications administrations of the neighbouring countries the radio frequencies within the frequency bands allotted to the radiodetermination service, according to NTFA;
  • permanently harmonizes the national legislation in the field with the international provisions with a view to ensure the operational and legal compatibility of radiodetermination stations located on Romania’s territory, directly relating with the stations located on other sates’ territories.

ANCOM grants:

  •  radio frequencies usage licenses and radio frequencies assignment authorizations for radiodetermination stations.

Radiocommunications in the Fixed-Satellite Service

 Fixed Satellite Radiocommunications include all types of civil radiocommunications operating in radio frequency bands with non-governmental or shared application, allotted to the Fixed-Satellite service, according to the National Table for Frequency Allocation (NTFA), as follows:

  • fixed-satellite radiocommunications for private/professional usage;
  • radiobroadcasting satellite radiocommunications or fixed-satellite radiocommunications intended for the conveyance of sound radiobroadcasting and/or television programmes (including Direct-To-Home – DTH) towards the satellite;
  • satellite radiobroadcasting radiocommunications or fixed-satellite radiocommunications for occasional, temporary satellite transmissions of reportages, news, cultural/sports events and other audio-visual productions performed outside the studios (Satellite News Gathering – SNG) towards studios;

In this field, ANCOM:

  • permanently harmonizes the national legislation in the field with the international provisions with a view to ensure the operational and legal compatibility of fixed-satellite stations located on Romania’s territory, in direct relation with the stations located on other states territories;
  • allots and assigns radio frequencies for fixed-satellite radiocommunications networks;
  • coordinates in cooperation with the electronic communications administrations of the neighbouring countries the radio frequencies within the bands allotted to Fixed-Satellite Service, according to NTFA.

ANCOM grants:

  • radio frequencies usage licenses and assignment authorizations for the provision of electronic communications networks within the Fixed-Satellite Service, dedicated to data/voice transmissions;
  • radio frequencies usage licenses and assignment authorizations for the provision of electronic communications stations within the Fixed-Satellite Service, dedicated to the conveyance of sound radiobroadcasting and/or television programmes by using satellites;
  • radio frequencies usage licenses and assignment authorizations for the provision of electronic communications networks within the fixed-satellite service, dedicated to occasional, temporary satellite transmissions towards studios of reportages, news, cultural/sports events and other audio-visual productions performed outside the studios (SNG);
  • temporary/occasional radio frequencies usage licenses and assignment authorizations for the installation and operation of transportable terminals of SNG satellite communications (dedicated to the temporary/occasional conveyance towards studios of  TV reportages and programmes performed outside the studios).

Radiocommunications in the Mobile-Satellite Service

Mobile-Satellite Radiocommunications include all types of civil radiocommunications operating in radio frequency bands with non-governmental or shared application, allotted to the Mobile-Satellite Service, according to the National Table for Frequency Allocation (NTFA), as follows:

  •  mobile-satellite radiocommunications for public usage (Satellite Personal Communication Services – S-PCS);

In this field, ANCOM:

  • permanently harmonizes the national legislation in the field with the international provisions with a view to ensure the operational and legal compatibility of mobile-satellite stations located on Romania’s territory, directly relating with the stations located on other states territories;
  • allots and assigns radio frequencies for mobile-satellite radiocommunications networks;
  • coordinates in cooperation with the electronic communications administrations of the neighbouring countries the radio frequencies within the bands allotted to Mobile-Satellite Service, according to NTFA.

ANCOM grants:

  • radio frequencies usage licenses and assignment authorizations for the purpose of using satellite communications terminals within the Mobile-Satellite Service;
  • radio frequencies usage licenses and assignment authorizations for the provision towards the public of satellite personal mobile communications services (telephony, data bidirectional transmissions), as well as of auxiliary services within the mobile-satellite service (S-PCS).
