Netograf.ro: Romanians downloaded data over the fixed Internet at an actual average speed of 53.22 Mbps, in 2015

According to the official statistics on the fixed and mobile internet service quality in Romania generated by Netograf.ro ANCOM’s application for testing the Internet service quality -, in 2015, Romanian users experienced 19.22 Mbps actual average speeds in downloading data over the mobile Internet (17.4 Mbps for indoor connections and 28.52 Mbps for outdoor connections), respectively 53.22 Mbps in downloading data over the fixed Internet (75.49 Mbps wired connections and 34.45 Mbps for wireless connections). We make available online in Romanian ANCOM’s Report on the quality of the Internet access service in 2015 – technical parameters.
Download speed – by counties
Netograf.ro data indicate that the average download speed for fix internet access connections varied in 2015, on a national level, between 28.33 Mbps (in the County of Maramures) and 69.16 Mbps (in Bucharest).
“The Report published today reveals rising values for the technical quality indicators available to the Internet users in Romania, especially as regards data transfer speed. We are glad that the complex instruments created by the Authority – such as Netograf -, ensure access to transparent information on the operators’ offers, while stimulating the market players to offer high quality services and to invest in state-of-the art networks”, declared Eduard LOVIN, Regulation Executive Director within ANCOM.
How statistics are generated on Netograf.ro
Netograf.ro generated fixed and mobile Internet statistics for the year 2015 based on more than 170,000 tests performed by the users, 135,000 of which were validated and used in the official statistics generation process. The application tests the quality of the connection between the end-users’ terminal equipment and a test server situated in an Internet exchange point. Measurements indicate a parameter value close to the user’s actual experience in accessing the Internet, as the measured path includes the provider’s whole network and – for small-sized providers – other networks interconnected with their own network.

Netograf.ro is the application created by ANCOM for monitoring and evaluating the internet access service quality in order to offer the Romanian internet users an independent (it does not depend on the servers made available by the providers and/or by their location), objective (it presents the internet access service quality as is experienced by users, measured using a single reference point for all the internet access service users in Romania) and free-of-charge tool.
About ANCOM’s Report
The Authority elaborated its Report on the quality of the Internet access service in 2015 – technical parameters based on Decision no.1201/2011, by which the providers of internet access services are imposed obligations regarding transparency in relationship with the end-users. Thus, ANCOM’s full report contains a series of details on a set of technical quality indicators (data transfer speed, packet delay and jitter), as generated by the official statistics of Netograf.ro.
Based on the same Decision, ANCOM is to publish a Report on the quality of the Internet access service in 2015 taking into account the administrative quality parameters (time interval for starting the provision of the internet access service, fault repair time, frequency of end-users’ complaints, frequency of fault-related complaints, frequency of complaints on billing accuracy, complaint handling term).
