National Numbering Plan

 

ANCOM President’s Decision no. 375/2013, with subsequent amendments and completions (ANCOM President’s Decision no. 1069/2018 and Decision no. 71/2023), is the official act by which the National Numbering Plan was adopted.

 

The National Numbering Plan (NNP) is the document that establishes the structure and destination of the numbering resources used in Romania.

 

The numbering resources included in the NNP are: the international prefix (in the case of Romania "00"), the national prefix "0", the national significant numbers (NSN), the ztv(xyz) national short numbers, the carrier selection codes (of the formats 10xy and 16xy).

 

The significant national numbers are sequences of 9 digits of the format ZABPQMCDU, or, exceptionally, of 6 digits of the format ZABPQM, where the first digits (Z, ZA, ZAB) represent the national destination indicative. The national significant number preceded by the national prefix "0" forms the national number.

 

Calls to NNP numbers shall be made by dialing a national number or a national short number, except in the case of call origination by the carrier selection procedure, where the national number is preceded by the carrier selection code.

 

 

1. National significant numbers shall be divided into:

 

National geographic numbers for electronic communications services provided at fixed locations, in the format 0ZABPQMCDU (10 digits), in the domains 0Z = 02 and 0Z = 03.

 

The geographical character of the number is defined by the geographical area indicative A(B), with the following values: A = 1 for Bucharest and Ilfov County and AB = 30, ..., 69 for the other counties.

 

In the same domains (ranges), national geographic numbers of the format 0ZABPQM (7 digits) are also allocatable, with B = 9 for Bucharest/Ilfov county and P = 9 for the other counties, for services of general interest at local level provided to end-users in a certain geographical area.

 

10-digit, location-independent national numbers in subdomains 0ZA = 037, 038 and 039 are allocatable to electronic communications services provided mainly at fixed locations. The terminal point of the network identified by these numbers cannot be associated with a specific geographical area.

 

Non-geographic numbers for national and extraterritorial  use,  within the European Union, consisting of 10 digits, in the domain 0Z = 06, subdomains 0ZA = 060, 061, 062, 063 and 064, for electronic communications services other than interpersonal communications services, provided at fixed or mobile locations.  These numbers are used for the  provision of electronic communications services carried out by automatic data transfer between the equipment and/or applications to which equipment is  connected, without human intervention or with limited human intervention, while voice and/or SMS communication is not allowed or is strictly limited for service operation to a predefined number of destinations.

 

National non-geographic numbers consisting of 10 digits in the domain 0Z = 06, subdomains 0ZA= 065, 066, 067, 068 and 069, and 0Z = 07, for electronic communications services provided at mobile locations, through a public mobile network. Among these, the numbers in the sub-domain 0ZA = 070 are allocatable to mobile virtual network operators (MVNO) who are providers of electronic communications services at mobile locations but do not hold a license to use radio frequencies, providing services by using elements of other public mobile networks, on the basis of agreements concluded with the operators of these networks.

 

National non-geographic number consisting of 10 digits in the domain 0Z = 08, for miscellaneous services. The values of the AB digits included in this category of numbers identify the various services provided or the method of charging them, as follows:

 

The numbers in the subdomain 0ZAB = 0800 are numbers with free access for the caller (freephone). They can also be used extraterritorially, within the European Union.

 

Numbers in the 0ZAB = 0801 subdomain  are used for access to services for which the call rate is shared between the caller and the subscriber to whom the number has been assigned. The tariff charged on the caller may not exceed the tariff corresponding to a national on-network call.

 

Shared cost service numbers can also be used as universal access numbers.

Shared cost service numbers can be used to end calls at terminal points located on the territory of Romania, as well as for two-step origination of national or international calls.

 

The numbers in the subdomain 0ZAB = 0805 are used for burst traffic services, to end calls at terminal points located on the territory of Romania.

 

Numbers in the subdomain 0ZAB = 0808 are used for indirect access to services through a smart platform. By means of these numbers, "Home Direct" services can be provided, as well as services paid for using virtual cards or prepaid cards.

Access to the service provided is ensured upon caller authentication.

Access to the smart platform through this category of numbers is free of charge for the caller, the tariff due for making each call being charged on the identified caller, with the payment method being established by the service provider.

 

The numbers in the 0ZAB = 0870 subdomain are used for data transmission and Internet access services.

 

National non-geographic numbers consisting of 10 digits, in the domain 0Z = 09 for Premium Rate services.

Numbers for Premium Rate services are allocated to the providers of publicly available electronic communications services, depending on the content services to be provided. These providers use such numbers for their own services or assign them to content service providers, for the provision of services at terminal points on the territory of Romania.

Numbers in the subdomains 0ZAB = 0900 and 0ZAB = 0903 are used for the following types of services: various information (general, business, marketing, utilities, etc.), entertainment, games and contests.

Numbers in the subdomain 0ZAB = 0906 are used for the provision of adult  entertainment  services.

 

2. National short numbers are of the general format Ztv(xyz), where Z = 1, Z = 8, Z = 9, and t can have the values provided in the NNP, their length spanning 3 – 6 digits. The defined destinations of the zt sequence included in the NNP are the following:

(a) national short numbers of the format 11v (xyz) are used for access to emergency and other services harmonized at European level.

(b) national short numbers of the format 19vx or 19vxy are used for the provision of public interest services at national level or of general interest services.

c) Internal national short numbers of the format 12vx(y), 14vx(y), 15vx(y), 83vx(y), 84vx(y), 88v(x), 96vx(y), 97vx(y), 98vx(y) and 99vx(y) are used for the provision of value-added services or for specific network services.

 

3. Carrier selection codes are of the format 10xy or 16xy and consist of 4 digits.

 

Carrier selection codes of the format 10xy are used for two-step dialing of the sequence consisting of this code and the national or international number called.

 

Carrier selection codes of the format 16xy are used for one-step dialing of the sequence consisting of this code and the national or international number called or for carrier preselection.
