Financial sources
In accordance with the provisions of Article 14(1) of the Government Emergency Ordinance no. 22/2009 on the establishment of the National Authority for Management and Regulation in Communications, approved by Law no. 113/2010, with the subsequent amendments and completions, ANCOM’s current and capital expenditures shall be entirely financed from its own revenues, which derive from the following sources:
- the monitoring traffic due, on grounds of Chapter X of the Government Emergency Ordinance no. 111/2011 on electronic communications, approved, with amendments and completions, by Law no. 140/2012, with the subsequent amendments and completions, for the activity of surveillance, control and enforcement of the general authorization regime, of the rights of use for scarce resources or of the obligations provided in the special legislation in the field of electronic communications and postal services, carried out by ANCOM;
- the tariff for the use of spectrum, in accordance with the provisions of Article 30(1) of the Government Emergency Ordinance no. 111/2011 on electronic communications;
- the tariff for the use of numbering resources, in accordance with the provisions of Article 43(1) of the Government Emergency Ordinance no. 111/2011 on electronic communications;
- donations, legacies and patronages, according to the law;
- internal and external loans, contracted according to the law;
- other revenues that can be achieved under the law.
ANCOM’s annual income and expenditure budget is approved, according to Article 14(3) of the Government Emergency Ordinance no. 22/2009, by decision of the Parliament, with the advice of the Commission for Information Technology and Communications in the Chamber of Deputies and of the Commission for Economy, Industry and Services in the Senate.
