Financial sources

In accordance with the provisions of Article 14(1) of the Government Emergency Ordinance no. 22/2009 on the establishment of the National Authority for Management and Regulation in Communications, approved by Law no. 113/2010, with the subsequent amendments and completions, ANCOM’s current and capital expenditures shall be entirely financed from its own revenues, which derive from the following sources:
  • the monitoring traffic due, on grounds of Chapter X of the Government Emergency Ordinance no. 111/2011 on electronic communications, approved, with amendments and completions, for the activity of surveillance and control in the field of electronic communications and postal services, carried out by ANCOM;
  • the tariff for the use of spectrum, in accordance with the provisions of Article 30 of the Government Emergency Ordinance no. 111/2011 on electronic communications, approved, with amendments and completions, and of Article 60 of the Audiovisual Law no. 504/2022, approved, with amendments and completions;
  • the tariff for the use of numbering resources, in accordance with the provisions of Article 43 of the Government Emergency Ordinance no. 111/2011 on electronic communications, approved, with amendments and completions;
  • donations, legacies and patronages, according to the law;
  • internal and external loans, contracted according to the law;
  • other revenues that can be achieved under the law.
ANCOM’s annual income and expenditure budget is approved, according to Article 14(3) of the Government Emergency Ordinance no. 22/2009, by decision of the Parliament, with the advice of the Commission for Information Technology and Communications in the Chamber of Deputies and of the Commission for Communications and Information Technology in the Senate.
