ANCOM

During a working visit to Washington, D.C., ANCOM Vice President Pavel Popescu had a series of bilateral meetings with representatives of the U.S. Federal Communications Commission (FCC) and attended events dedicated to electronic communications, in the context of Romania’s status as an EU and NATO member state and as a strategic partner of the USA. Participation in these events was an opportunity for ANCOM to contribute to strengthening strategic cooperation with the U.S. in the areas under the Authority’s regulation, in line with Romania’s strategic interests and foreign policy objectives.

ANCOM – FCC partnership: three years of strategic collaboration

An important meeting was held with Mr. Brendan Carr, Chairman of the Federal Communications Commission (FCC), ANCOM’s counterpart authority in the United States. Discussions highlighted the good relations between the two regulators, with focus on collaboration opportunities in the coming period. Topics of common interest for transatlantic cooperation were addressed, in regulatory areas under the mandate of both authorities, with future discussions to be organised within joint thematic events.

The dialogue also focused on  collaboration within the International Telecommunication Union (ITU), where the two administrations maintain close coordination on topics of common interest, and referred to the good collaboration this year, in the context of Romania’s holding the Presidency of the ITU Council.

Vice President Popescu presented ANCOM’s role as Romania’s digital services coordinator, responsible for implementing the Digital Services Act. He outlined our country’s position on supporting freedom of expression and detailed the Authority’s responsibilities in creating a safe online environment for users.

The Memorandum of Understanding signed in September 2022, on the sidelines of the ITU Plenipotentiary Conference (PP-22) in Bucharest, provides the framework for information exchange on policy and strategy development in electronic communications and postal services. In the three years since the MoU signing, ANCOM and FCC have undertaken several joint actions in international forums, promoting best practice sharing and strengthening bilateral regulatory cooperation.

Other meetings

During his visit to the United States, ANCOM Vice President Pavel Popescu held an official meeting with representatives of the White House Office of Science and Technology Policy from President Trump’s Executive Office. Discussions focused on strategies in the field of artificial intelligence and explored opportunities for cooperation between Romania and the United States in this area.

Vice President Popescu also met with Mr. John Moolenaar, Chairman of the House of Representatives Select Committee on Strategic Competition between the U.S. and the Chinese Communist Party. The dialogue addressed the Romania–U.S. strategic partnership and Romania’s alignment with U.S. positions in international approach on the use of standards and emerging technologies in artificial intelligence.

Additionally, Mr. Popescu held talks with Mr. Adam Cassidy, Principal Deputy Secretary for Communications and Information at the U.S. Department of Commerce. On this occasion, he reiterated Romania’s commitment as a European leader in aligning legislation with the United States on critical technologies and telecommunications infrastructure.

Parliamentary IntelligenceSecurity Forum and ALLIANCE 2025

ANCOM Vice President Pavel Popescu participated as a speaker at the Parliamentary IntelligenceSecurity Forum and at the ALLIANCE 2025 Summit.

The Parliamentary IntelligenceSecurity Forum, organized by members of the U.S. Congress, serves as an international platform for strategic dialogue, bringing together parliamentarians, government officials, international experts, and representatives of security institutions worldwide. Its primary objective is to strengthen the United States allies’ understanding of current global security threats posed by other state actors and by terrorist organizations and to identify viable solutions to counter these challenges.

The ALLIANCE 2025 Summit brings together U.S. officials, companies and institutions committed to enhancing cultural, economic, and security cooperation between the United States and Romania. The event provides a relevant framework for promoting transatlantic dialogue and increasing the visibility of joint efforts in the digital and security domains. Photo gallery here.
