The National Authority for Management and Regulation in Communications (ANCOM) adopted, at the latest meeting of its Advisory Council, a decision aligning the statistical reporting framework with current market developments. The normative act streamlines the statistical reporting process by introducing indicators relevant to the evolving electronic communications market and eliminating those that are no longer of interest. As a result, the total number of indicators that providers of public electronic communications networks and/or publicly available electronic communications services must report is reduced by approximately 37%, compared to the current reporting framework. The first reporting exercise under the new decision will cover the first half of 2027, with the reporting deadline set for 15 August 2027.
ANCOM Decision no. 396/2026 on the reporting of statistical data by providers of public electronic communications networks or publicly available electronic communications services, which was published in the Official Gazette of Romania no. 713 and 713 bis of 27 August 2026, will enter into force on January 1, 2027. The new reporting framework reflects market realities, the Authority’s reporting and monitoring needs, and European best practices. It also ensures better alignment with national, European, and international reporting and monitoring obligations, while supporting the substantiation of regulatory decisions or other normative acts.
Main changes
The decision updates and regroups the statistical indicators, while also revising reporting deadlines and their periodicity.
New statistical indicators are introduced regarding access networks, cross-device services (M2M/IoT), data transit and peering, permanent roaming, investments and operational expenditures, infrastructure use, spectrum sharing, internet protocol, user relations and complaints, as well as the effective provision of services at locality level (annual reporting), etc.
At the same time, the regulatory act provides for the elimination of certain statistical indicators, such as the rate of service discontinuation and the number of cable-connected households, while simplifying a number of other indicators, including those related to fixed-line telephony and value-added services.
In addition, the third annual reporting requirement, covering annual revenues and investments, will be discontinued, with a number of optimized indicators to be incorporated into the two semi-annual reports.
Reporting deadlines
The decision establishes new reporting deadlines: the statistical data for the period between January 1 and June 30 (first semester) must be submitted by August 15, while data for the period between July 1 and December 31 (second semester) must be submitted by February 15 of the following year. For statistical data regarding fixed internet access services at locality level, reporting will be carried out annually, by February 15 of the year following the reporting year, with December 31 serving as the reference date.
