The National Authority for Management and Regulation in Communications (ANCOM) submits to public consultation a draft decision aimed at updating the statistical reporting framework to reflect market developments.
The adoption of the draft decision establishes a new framework for the reporting of statistical data by providers of public electronic communications networks and/or publicly available, in line with market realities, the reporting and monitoring needs of the Authority and the reflection of good European practices, while ensuring a better correlation with national, European, and international reporting and monitoring obligations, as well as with the need to substantiate regulatory decisions or other normative acts.
Main proposed changes
The draft introduces a restructuring and consolidation of statistical indicators, alongside revisions to reporting deadlines and reporting frequency.
Thus, new statistical indicators are proposed, regarding core and access networks, inter-device services (M2M/IoT), data transit and peering, permanent roaming, operational investments and expenditures, edge nodes, infrastructure usage, spectrum sharing, internet protocol, user relations/complaints, effective service provision at locality level (annual reporting), etc.
At the same time, the draft decision proposes discontinuing the collection of certain indicators (e.g. service abandonment rates or wired housing metrics). Other indicators—such as those related to fixed telephony or value-added services—would be significantly simplified.
In addition, the draft normative act proposes to eliminate the third annual reporting (on revenues and investments), replacing it with optimized indicators incorporated into the two semi-annual reports.
Proposed reporting deadlines
The draft proposes new reporting deadlines: most of the statistical data will be reported by August 1, for the reporting period January 1 – June 30, respectively by February 1 of the year following the year for which the reporting is made, for the reporting period July 1 – December 31. For the statistical data on fixed internet access services at locality level, it is proposed that the reporting be done annually, by February 1 of the year following the one for which the reporting is made, with 31 December as the reference date.

The draft decision on the reporting of statistical data by providers of public electronic communications networks or publicly available electronic communications services can be consulted here. Interested persons are invited to to submit comments and proposals by 04.05.2026, to ANCOM’s headquarters (2 Delea Noua Street, sector 3, Bucharest), through the Online Registry or the Authority’s regional divisions.
