The National Authority for Management and Regulation in Communications of Romania (ANCOM) has submitted for public consultation a Draft Decision introducing emergency procedures for the circulation, conformity assessment, and market surveillance of radio equipment and devices designated as crisis-relevant.

The normative act transposes into national legislation the provisions of Directive (EU) 2024/2749, aiming to maintain the functioning of the internal market and to ensure the rapid availability of essential goods in times of crisis. The Directive was adopted at European level in October 2024, with 29 May 2026 set as the transposition deadline.

The emergency procedure will apply only after the activation of the emergency regime in the internal market and concerns exclusively those products designated as crisis-relevant.

The Draft Decision proposes to amend and supplement Government Decision No. 740/2016 on the making available on the market of radio equipment and Government Decision No. 487/2016 on electromagnetic compatibility and will enter into force on 30 May 2026.

Public consultation process

The Draft Decision can be consulted here. Interested parties are invited to submit comments and proposals by 23.03.2026, to ANCOM’s headquarters (2 Delea Nouă Street, Sector 3, Bucharest), via the Online Registry or through the Authority’s regional divisions. Comments can also be sent by fax to +40 372 845 402, by e-mail to consultare@ancom.ro, or through the e-consultare.gov.ro platform.
