The National Authority for Management and Regulation in Communications (ANCOM) has adopted, following a public consultation process, its action plan for 2026. The projects set for the Authority’s activity concern the technical and economic regulation of electronic communications services and networks, the administration and monitoring of radio spectrum, as well as some measures for implementing the Digital Services Act (DSA) in Romania. In the field of postal services, ANCOM will focus on monitoring compliance with the obligations imposed on the designated universal service provider.
Regulations on electronic communications services
In the electronic communications sector, ANCOM aims to update information on the availability of broadband internet services. Thus, the Authority will publish the list of areas where no functional fixed‑point services are available and will carry out a study on the coverage area of public fixed networks capable of providing such services.
Other projects concern updating the methods for implementing universal service, by revising the conditions and the procedure for designating providers in order to ensure the availability of a minimum package of broadband internet access and voice communications services, at an appropriate quality level, for all end‑users. The plan also includes amending the format and the method by which electronic communications network providers submit information on the development and geographical location of public electronic communications networks and associated physical infrastructure, as well as updating the statistical data collection framework.
Postal Services Regulations
In the field of postal services, the Authority will monitor compliance with the obligations imposed on the universal service provider by: preparing an analysis report on compliance with quality requirements for the year 2025; monitoring obligations concerning its separate financial statements; updating the value of the weighted average cost of capital employed; and analysing the net cost associated with the provision of the universal postal service.
Other projects dedicated to the postal services market refer to conducting studies and reports on the implementation of self‑service delivery solutions for postal items, the quality of parcel delivery services, the impact of e‑commerce on the postal market, as well as statistical indicators of the sector. In parallel, the Authority will continue monitoring the application of Regulation (EU) No. 2018/644 on cross‑border parcel delivery, including through collecting and verifying data submitted by postal service providers.
Administration and management of frequency spectrum and numbering resources
With regard to the administration and management of the radio frequency spectrum and numbering resources, the 2026 Action Plan includes revising certain spectrum usage fees, as well as amending certain provisions of the procedure for granting rights of use for radio frequencies through direct assignment. Another project of the Authority concerns updating the National Table of Frequency Band Allocations.
Monitoring the frequency spectrum and compliance with obligations imposed on providers
For radio frequency spectrum monitoring, ANCOM will continue its activities of measuring mobile communications coverage and verifying compliance with obligations imposed on providers of electronic communications and postal services.
Digital services
This year, ANCOM will continue this year the development of secondary legislation provided for under Law no. 50/2024. Thus, for 2026, the Authority plans to establish the regulatory framework setting out the conditions for inspections carried out by ANCOM’s control personnel. It will also verify compliance with the Digital Services Act among intermediary service providers in Romania.
