Background information:

On December 29^th, 2010, the plaintiff S.C. ROMTELECOM S.A. (Romtelecom) filed a complaint with ANCOM against the respondent S.C. PLUS+ TELECOMS.R.L. (Plus Telecom).

The plaintiff asked ANCOM to impose on the respondent the obligation to amend the existing Interconnection Agreement between the parties by concluding an addendum which would regulate the tariff for the service of interconnection in view of fixed call termination on Romtelecom’s network at the level provided in art.2(1) of Decision no.644/2008 on the designation of Romtelecom S.A. as a provider with significant power in the market for call termination services.
