Background:
On March 29th, 2011, the plaintiff S.C. IRISTEL ROMANIA S.R.L(hereinafter Iristel) filed a complaint with ANCOM against the respondent S.C. ORANGE ROMANIA S.A. (hereinafter Orange).
 
The plaintiff asked ANCOM to impose onthe respondent the obligation to conclude an agreement which would ensure the access of Orange users to the services offered by means of the numbering of the following types, allotted to Iristel: 0903 xxx xxx (numbers for Premium Rate services – various information, entertainment, games and contests), 0800.360.xxx(numbers for various services – freephone numbers) and0808.360.xxx(numbers for indirect access to services over prepaid or virtual cards).
 
The case was closed as a result of the lapse of the proceedings, taking into account that the complaint of Iristelremained inactive for more than 2 months.
