Robert Hall is the Managing Director of Sunrise Consultants Ltd, which he founded in 2002 to provide expert advice on regulation and strategy to operators, regulators and other participants in the telecommunications industry.

He joined Ovum, the analyst and consulting company specialising in IT and telecommunications, in 1995 and worked as a consultant specialising in regulation and strategy. Between 1998 and 2000 he was the Director of Telecommunications Consulting and a director of the company.

     

Robert has managed projects for a wide range of operators, new entrants and regulators around the world on policy and regulation matters, such as interconnection arrangements, number portability, corporate strategy, regulatory policy, pricing and market entry. He has also spoken at many conferences and carried out training courses. Recent work has included price regulation and cost modelling for the Lesotho Telecommunications Authority, running strategy workshops for members of the new regulatory body in Trinidad, advising the recent winner of the second mobile licence in Saudi Arabia on interconnection matters, and setting out a strategy for further liberalisation of telecommunications in Botswana.

Prior to Ovum, he was the Telecommunications Project Manager for British Waterways, where he was responsible for initiating new telecommunications businesses based on the British canal network. Fibreway, the first dark fibre network in the UK, resulted from his efforts.

Robert Hall holds a BA (with Honors) in Geography and a M.Sc. in Regional and Urban Planning from the London School of Economics, as well as an MBA from the London Business School. He is a Fellow of the Royal Society of Arts.
