1. ANCOM’s attributions regarding the Amateur Radio Service

The Amateur Radio Service includes all types of civil radiocommunication services operating in non-governmental or shared governmental/non-governmental frequency bands, allocated according to the National Table of Frequency Allocations (NTFA) to the Amateur and Amateur-satellite services, i.e. Amateur and Amateur-satellite radiocommunications.
ANCOM permanently harmonizes the national legislation in the field in line with the international provisions, with a view to ensuring the operational and legal compatibility of the stations in the Amateur and Amateur-satellite service in Romania, in relationship with stations located on the territory of neighbouring countries. The Authority also regulates and coordinates the activity in the Amateur and Amateur-satellite service at a national level.
 
In this field, ANCOM:
·        allots and assigns radio frequencies for Amateur and Amateur-satellite radiocommunication networks and stations;
·        ensures the coordination of spectrum resources in the frequency bands allocated to the Amateur and Amateur-satellite services under the NTFA with the communications administrations of the neighbouring countries.
ANCOM issues:
·        operator certificates in the Amateur services, as follows:
o         1st and 2nd class certificates, issued according to Recommendation CEPT T/R 61-02, which is equivalent to the CEPT HAREC certificate;
o         3rd class certificates, issued according to Report CEPT ERC 32/2005, which is equivalent to CEPT Novice;
o     restricted 3rd class certificates.
·        operator authorisations in the Amateur services, as follows:
o         1st and 2nd class authorisations, issued according to Recommendation CEPT T/R 61-01, which is equivalent to the CEPT authorisation;
o         3rd class authorisations, issued according to Report CEPT ECC 05(06), which is equivalent to CEPT Novice;
o         restricted 3rd class authorisations;
o         radio club station authorisations;
o         authorisations for repeater stations and radio buoys.
