Digital switch-over in Romania

In Romania, the switch-over process must end on 17 June 2015, according to the Geneva 2006 Agreement in which Romania is a party and to the Strategy approved  by the government (by the Government Decision published in the Romanian Official Journal no.400 of 03.07.2013).

Implementing the Strategy, all the stakeholders (NAC, ANCOM, providers) will aim to ensure a balanced development of infrastructure for the provision of digital television services throughout the country and to foster a competitive, investment-friendly environment.  
In pursuit of these objectives, ANCOM can award, by selection procedure, 5 national digital multiplexes in the DVB-T2 standard, four in UHF and one in VHF, as well as regional multiplexes.

Following the digital television auction, three multiplexes were awarded to the National Broadcasting Company S.A., for EUR 1,020,002 (licence fee). The company won the multiplex under the free to air broadcasting obligation and two other multiplexes in the UHF band.
The licence fee is to be paid within 90 calendar days, whereupon ANCOM will grant the National Broadcasting Company the licences for the use of the radio spectrum for the purpose of operating the three digital television national multiplexes. The licences cover a ten-year period and will entry into force starting 17 June 2015.
By means of the first multiplex in UHF (MUX 1), free-to-air, the National Broadcasting Company will have the obligation to broadcast, under transparent, competitive and non-discriminatory conditions, the public and private television stations that are currently broadcast in analogue terrestrial system, in accordance with the provisions of the Audiovisual Law. Moreover, this multiplex will have to ensure a coverage, in fixed reception, of 90% of the population and of 80% of the territory by 31 December 2016
For the other multiplexes won, the National Broadcasting Company will have the obligation to launch in operation - by 1 May 2017 - at least 36 emission stations for each of the networks corresponding to these multiplexes, installed one in each allocation area.
In Romania, the digital switch-over shall be completed by 17 June 2015, according to the 2006 Geneva Agreement signed by Romania and to the Strategy approved by the Government. On 17 June 2015, all analogue terrestrial broadcasting will be switched off and replaced by the digital terrestrial broadcasting of TV programmes and related multimedia services.
A digital multiplex is a group of radio broadcasting and television programmes, additional multimedia services and other associated identification data transmitted from the emission stations to the end-users by terrestrial radio means, using digital modulation within the limits of a standard television channel/frequency block.

Announcement regarding the launch of the competitive selection procedure in view of awarding the licences for the use of the radio spectrum in digital terrestrial television system

The Romanian Authority for Management and Regulation in Communications (ANCOM) invites all interested parties to participate in the auction for the rights of use of the radio spectrum in digital terrestrial television system.

The Terms of Reference can be obtained starting from 27 March, 2014, from the ANCOM headquarters at 2 Delea Noua Street, Sector 3, Bucharest or, upon a buyer’s request, it may be sent to the respective buyer as hardcopy or in electronic format, upon presentation by the interested person of the following: 
  • the document certifying that the non-reimbursable amount of RON4,000, representing the value for the Terms of Reference, has been paid either at the ANCOM pay desk located at 2 Delea Noua Street, Sector 3, Bucharest or in the ANCOM account no. RO03TREZ7005025XXX000274 opened with the Activity of Treasury and Public Accountancy of Bucharest, fiscal code 14751237, whereas the payment order must indicate ANCOM as the Beneficiary and that the payment represents the value of the Terms of Reference;
  • the mandate, in original, of the person delegated to take the Terms of Reference.
If the value of the Terms of Reference is paid outside Romania, the interested person may pay the amount specified in the previous paragraph, in euro, at the exchange rate communicated by the National Bank of Romania, valid on the day of the payment, into the account no. RO86RNCB0082044181470003 opened with the Romanian Commercial Bank - Unirea Branch, fiscal code 14751237, Swift code RNCBROBU. The payment order must indicate ANCOM as the Beneficiary and that the payment represents the value of the Terms of Reference.
The Terms of Reference can be obtained Monday to Thursday, from 09.00 to 16.00 hours, and Fridays from 09.00 to 14.00 hours (local time).
The deadline for submitting the application documents and the initial offers is May 8, 2014, 17.00 hours.
