ANCOM sanctions CNPR for non-compliance with the minimum quality requirements

“During an inspection carried out at CNPR, we checked the company’s compliance with the quality objectives for 2019, provided in the legislation on universal postal service. Since CNPR did not meet the minimum quality requirements imposed by the regulations in force, failing to ensure the timely delivery of domestic priority correspondence items, we applied a fine of RON 35,000”, declared Cristin Popa, executive director of ANCOM.
CNPR obligations
Following its designation, by ANCOM President’s Decision no.1158/2013, as a universal service provider in the postal services field in Romania for the period 1 January 2014 - 31 December 2019, The National Company Romanian Post (CNPR) had the obligation to fulfil certain quality requirements imposed by the Authority regarding the domestic items of correspondence in the fastest standard category within the scope of universal service, of which:
-       delivery of minimum 85% of the domestic items of priority correspondence within two working days from the submission date;
-       delivery of minimum 97% of the domestic items of priority correspondence within four working days from the submission date.
ANCOM’s inspection
The inspection carried out by the Authority’s representatives in July revealed that, during 2019, CNPR failed to observe the minimum quality requirements imposed.
Thus, CNPR ensured the delivery to addresses for only 51.80% of all the domestic priority correspondence items within two working days from the submission date (instead of minimum 85%, as provided in the legal obligation imposed by ANCOM), respectively only 78% of all the domestic priority correspondence items within four working days from the submission date (instead of minimum 97%, as provided in the legal obligation imposed by ANCOM).
Universal postal service

 

Currently, for the period 1 January 2020 – 31 December 2024, The National Company Romanian Post is the universal postal service provider in Romania, designated by ANCOM President’s Decision no. 1363/2019. According to the provisions of this decision, CNPR has the obligation to provide a series of postal services – available on ANCOM’s website, here – throughout Romania, at affordable tariffs and at certain quality standards.
