New technical conditions for the transmission of calls to the emergency number 112, consulted by ANCOM

In the context in which the infrastructure of the National Unique System for Emergency Calls (SNUAU) is going through a modernization process, ANCOM submits for public consultation the technical conditions for the IP-based interconnection between SNUAU and Telekom Romania, the operator that ensures the takeover of calls to 112, according to the regulations in force. The new type of IP interconnection will work in parallel with the current interconnection solution, all calls being thus received regardless of the technical conditions used.

The SNUAU interconnection technology
 
Following the steps initiated by the Special Telecommunications Service (STS) for the modernization of the SNUAU, the centralized computer system for taking over and dispatching calls to 112 will use an infrastructure based on a new type of interconnection, respectively based on IP technology.
 
Thus, ANCOM proposes redefining the conditions for the interconnection between the SNUAU and Telekom Romania, by means of IP technology, in view of taking over emergency calls and the location information corresponding to such calls. For example, IP interconnection must be achieved through private and secure data links, ensuring redundancy both at physical and logical level.
 
Emergency call takeover and dispatch points
 
The SNUAU modernization project also provides for the modernization of emergency call takeover and dispatch points, with the introduction of 112 National Centres to ensure the reception and processing of emergency calls.
 
Consequently, the ANCOM draft decision provides for the placement of IP-based interconnection points within the 112 National Centres in Bucharest, Brasov and Sibiu. Thus, if at least one of the 112 National Centres is not functional, the traffic will be automatically rerouted to the available centres. Moreover, each IP interconnection equipment interface will ensure a 1 Gbit/s capacity, and each interconnection point will ensure the transport of the national traffic for at least 1,500 simultaneous sessions (calls) and the processing of at least 200 sessions (calls) per second.
 
Legislation
 
According to the Government Emergency Ordinance no. 34/2008 on the organisation and functioning of the National Unique System for Emergency Calls, with the subsequent amendments and completions, ANCOM analyses and establishes the technical and economic conditions regarding the establishment of communications to the National Unique System for Emergency Calls.
