New round of licence granting in DECT band

ANCOM is organizing a new procedure for granting licences in the DECT band. Thus, the providers of electronic communications networks and services wishing to deploy and operate wireless access public electronic communications networks with DECT base stations in the 1880-1900 MHz band, in localities from one or several counties, may submit to ANCOM, by including 25 June 2021, firm requests for licences for the use of radio frequencies by means of the mentioned networks. ANCOM has already received a formal request therefor from one interested person.

The procedure for the issuance of licences in DECT (digital enhanced cordless telecommunications) band

Licences will be issued according to the Position Paper on the use of the frequency spectrum on a national level in the 1880-1900 MHz band.

According to the provisions of the mechanism for determining the providers’ options, any interested person wishing to obtain a licence in the said band should make a firm request therefor within 10 days, starting from 16 June, presenting their options for the geographical areas (localities and counties) where they intend to obtain usage rights in the DECT band. The frequency allotments for the entire DECT band, provided by licence, have non-exclusive status at county level (Bucharest is considered together with Ilfov County), but they have an exclusive character at the locality level.

ANCOM will publish the preliminary list of the interested persons’ options within 3 days from the completion of the stage mentioned above. Then, the interested persons can change their initial options within 5 calendar days, but only regarding those localities for which two or more options have been expressed.

Upon the completion of the second stage, the Authority will publish the final aggregated table, by counties and localities, along with the interested persons’ options, and will issue frequency usage licenses for the DECT band.

The licences in the DECT band will be granted through direct awarding in the case of the localities for which only one option is expressed, whereas in the case of the localities for which multiple operators express options, a comparative selection procedure will be held, in compliance with the relevant provisions of the Government Emergency Ordinance no. 111/2011 on electronic communications, approved, with amendments and completions, by Law no. 140/2012, with the subsequent amendments and completions.

Information on the current use of the DECT band

Currently, the 1880-1900 MHz band is used by Telekom Romania Communications S.A., which has operated wireless access networks in this band since 2000 to provide services using DECT technology in 23 localities in Galati county and 5 localities in Tulcea county.
