Lower fixed call termination rates from 1 November 2020

28.07.2020

ANCOM discussed, during an online meeting of the Consultative Council, the reduction of the maximum fixed call termination rate by 30%. Thus, starting from 1 November 2020, the new maximum fixed call termination rate will be 0.098 eurocents/minute. The new rate was determined following the update of several parameters in the pure LRIC cost calculation model (the method used for setting the current tariff) and of the cost of capital.

Maximum fixed termination rate

Fixed telephony operators designated by the Authority as having significant market power will observe the maximum rate of 0.098 eurocents/minute for national calls, calls initiated from the European Economic Area (EEA), as well as for calls initiated from networks outside the EEA, if the international agreements in force do not provide for a different charging regime. This regulation will apply from 1 November 2020.

The list of the 31 fixed telephony operators to which the regulatory measures will be applied is available here.

Regulatory framework

According to the provisions of Directive (EU) 2018/1972 in force from 20 December 2018, maximum (fixed and mobile) Union-wide voice termination rates will be established by 31 December 2020 at the latest. The regulatory measure proposed by ANCOM goes through the European consultation process.
