Latest amendments on the process of carrying out a national inventory of public communications networks and the regulation of amateur radio activity

During the online meeting of the Consultative Council, the draft decision on updating the process of carrying out the national inventory of public communications networks and the draft decision bringing a set of amendments in the regulation of amateur activity were approved.

Amendments to the process of carrying out the national inventory of public communications networks

With a view to increasing data accuracy in the national inventory of public electronic communications networks and their associated infrastructure elements, the items of information to be transmitted to ANCOM by network providers were updated, certain information categories were restructured, while a series of definitions were amended or newly introduced, as applicable.

One of the amendments adopted in the Consultative Council meeting regards using a new set of criteria for the selection of public electronic communications networks providers that will transmit complex information, in XML or in CSV format.

Another amendment is that the reporting obligation has been extended to a national level, for all categories of public electronic communications networks providers that will have the obligation to report georeferenced data, as the current differentiation between Bucharest and the rest of the national territory has been removed. This new provision, requesting georeferenced data at a national level, will increase the accuracy of the data regarding the coverage of the Romanian territory with electronic communications networks and infrastructure elements.

The requested information will be transmitted to ANCOM by the providers of public electronic communications networks annually, no later than October 15 of each year.

The decision will be sent for publication in the Romanian Official Journal and will enter into force on the date of publication. On the same date Decision 1108/2017 will be repealed.

Amendments in the regulation of amateur radio activity 

Persons interested in the certification or authorisation as radioamateurs will have the opportunity to submit and receive, in electronic format, the documents required for the certification and authorization in the amateur and amateur-satellite services, for the issuance of amateur radio certificates, amateur radio licenses and of repeating station or radio beacon authorizations. These changes have been made in the context of technological developments and of the workflow digitization requirements.

Another amendment is aimed at simplifying the examination procedure for obtaining the radioamateur certificate, in order to ensure the possibility to implement the online examination of candidates, as the provisions regarding the obligation to take written and practical tests have been removed.

Concerning the use of radio stations in emergency situations, two recommendations have been introduced regarding the holders of radioamateur licences for repeater stations. Thus, it is recommended that the repeater station have at least one emergency channel that can take over the emergency communications and at the same time ensure the recording of radio links established on the emergency channels automatically, while traffic recordings must be kept for 1 year.

The decision approved during the meeting of the Consultative Council will be sent for publication in the Romanian Official Journal and will enter into force on the date of publication.Â
